The consultation tends to the award of a framework agreement with the aim of establishing the terms governing the contracts concluded on its basis, known as "subsequent contracts", relating to the assignments of Assistant to the project owner (AMO) , preliminary studies; guide plan, environmental strategy, additional studies; operational arrangements and prior consultation of metropolitan operations.

The main object of lot 1 is the coordinated and interactive realization of urban, environmental, programmatic and usage studies for metropolitan operations. The objective is to produce the guide plan for the urban project supported by a development operation of metropolitan interest.

Lot 2 concerns technical, land, financial and tax expertise of the project site in order to determine:

- the various operational arrangements that can be envisaged to implement the project of metropolitan interest: ZAC, PUP, support system for the renovation of private housing, housing development, DUP. These arrangements will be the subject of an advantage / disadvantage analysis, a presentation of the scheduling of the tasks necessary for their operational implementation (administrative, legal, governance milestones), a comparison of the implementation schedules. work, any other expertise that will be necessary to support the decision;

- the estimated cost of land control of the sectors to be recomposed;

- the amount of land charges and exit costs of the various products (housing, activities, offices, etc.) produced in the context of the operation, with regard to the local market;

- the estimated cost of all the main expenditure items: works.
