Based on this framework agreement, the North Savo Centre for Economic Development, Transport and the Environment commissions ground research tasks and related expert services from a framework agreement supplier in the operating area of the North Savo ELY Centre (regions of South Savo, North Savo and North Karelia). The work packages are listed in more detail in the tender documents.
During the validity of the framework agreement, in addition to the North Savo ELY Centre, the regional councils of the North Savo ELY Centre area (Regional Council of North Savo, Regional Council of North Karelia and Regional Council of South Savo) may be financiers or co-financiers of individual assignments. municipalities and enterprises in the region of the provinces. This framework agreement may also be used by the organisation of the Eastern Supply Area. Co-financed assignments are always agreed between the contracting parties in advance and on a case-by-assignment basis.
On the basis of this framework agreement, the Client commissions various soil surveys related to road investment and improvement projects from framework contract suppliers.

The total amount of work to be commissioned under the framework agreement is estimated to be EUR 500,000–2,000,000 (VAT 0%) during the framework agreement. The funding used for the framework agreement is determined on the basis of the funding granted annually by the state to the North Savo Centre for Economic Development, Transport and the Environment.
As a rule, research programmes are drawn up by the client / design consultant.
Geotechnical expertise is required to direct and coordinate research work.
