Description:
Dismantling/disposal, delivery, installation, commissioning, maintenance of smoke detectors in Rhineland-Palatinate and Saarland - VOEK 278-21

The services include the dismantling/disposal, delivery, assembly, commissioning and maintenance of a total of 14,269 smoke detectors (RWM), divided into 7 lots, in residential properties in several places in Reinland-Pfalz (predominantly) and Saarland. The individual lots include the aforementioned services for the following numbers of RWM:

Lot 1: 6.396 St. RWM in div. Postcode Koblenz, 56814 Bruttig-Fankel, 56288 Kastellaun, 56841 Traben-Trabach

Lot 2: 1.726 St. RWM in 54550 Daun, 54338 Schweich, 54298 Igel, div. Postcode Trier, 54340 Detzem, 54470 Bernkastel-Kues

Lot 3: 2.229 St. RWM in div. Postcode Mainz, 55765 Birkenfeld, 55774 Baumholder

Los 4: 246 St. RWM in 65582 Diez

The contractor (contractor) must, among other things, instruct the residents in the handling of RWM and at the same time inform the residents of their obligations to cooperate. He prepares the instruction and handover protocols.

The service period is 10 years each.

In lots 1-3, due to later takeovers of individual properties, there may be a later start of performance than 01.07.2023 and thus a corresponding end of performance beyond 30.06.2033 in these properties. For the RWM not yet transferred into the possession of the client (AG) in these lots at the beginning of the service, the Contractor grants the AG the right to include the items mentioned in the service description and marked as an option in the specifications into the contract by unilateral declaration of intent. The AG informs the Contractor in writing about the exercise of the option right (earliest date expected to be 01.01.2025) and names the positions and the earliest start of performance.

The number of RWM in question from the total number is:

Los 3: 575 St.

Only smoke detectors are to be offered that have been tested and certified in accordance with DIN EN 14604 and are approved for use in accordance with DIN 14676-1:2018-12. In order to ensure high reliability and longevity, a successful test in accordance with VdS 3131 or vfdb 14-01 and the authorization to use the Q seal must also be proven with the offer. A battery-operated wireless smoke detector with optical detection method for the early detection of fire smoke as well as for local acoustic alarming of present persons, including radio module, must be installed. The detector has special performance characteristics and can be used in conjunction with the radio module as a detector for remote inspection according to DIN 14676-1:2018-12, clause 6.2.3.3, method C.

Work on site in the properties may only be carried out by a "specialist for smoke detectors" or "Q-certified specialist for smoke detectors" or equivalent. The equivalence of different qualifications shall be justified by the tenderer. Evidence of the above or equivalent qualifications shall be provided on request.

Dismantling/disposal, delivery, installation, commissioning and maintenance of smoke detectors Lot 1 (Rhineland-Palatinate)

1. Requirements for RWM:

Only smoke detectors are to be offered that have been tested and certified in accordance with DIN EN 14604 and are approved for use in accordance with DIN 14676-1:2018-12. To ensure high reliability and longevity, a successful test in accordance with VdS 3131 or vfdb 14-01 and the authorization to use the Q seal must also be proven. All tests and certifications must be carried out by an accredited, independent testing and certification body. The evidence must be submitted in the form of copies of certificates with an offer.

For all warning detectors and for the direct accessory products to RWM, a device warranty of the manufacturer of 10 years must be presented with an offer.

In addition to the relevant general regulations, the implementation provisions (positioning, distances, etc.) of DIN 14676- 1:2018-12 are particularly binding for the assembly of RWM.

The unit price “disassembly, delivery, assembly, commissioning of a RWM” provided in the service directory includes acquisition, material delivery free of use and incl. programmed ready-to-use assembly of the RWM. In the case of wired system components, the standard price including cables is intended to sell, insert and hang up.

A battery-operated wireless smoke detector with optical detection method for the early detection of fire smoke and for local acoustic alerting of people present, including a radio module, must be installed. The detector has special features and can be used in conjunction with the radio module as a detector for remote inspection according to DIN 14676-1:2018 -12, section 6.2.3.3 method C. It is approved according to device standard DIN EN 14604 and has the quality label Q according to vfdb guideline 14-01. The following performance characteristics are to be met at least by the radio detector and the associated radios (e.g. radio module):

- optical detection method,

- Permanently integrated, non-replaceable 10-year battery,

- Alarm signal with at least 85dB (sound pressure at a distance of 3m) when triggered,

- environment/distance monitoring to detect objects in the vicinity of at least 50 cm that hinder smoke entry,

- tracking of the response sensitivity of the smokebox to contamination and dust,

- cyclic self-test of the detector,

- large test button (mute of deceptive alarms, etc.),

- temporary deactivation of an unwanted alarm manually on the detector by the user possible,

- event storage and transmission, e.g. for alarm, contamination and error documentation,

- self-monitoring with fault indication,

- Manual device test by means of a test button,

- Demontageerkennung,

- an integrated radio module for remote inspection (as an open, OMS-compliant and thus interoperable system) in accordance with the requirements of DIN 14676-1

- transmission of automatic test results to radio reading devices,

- Area of application according to application standard DIN 14676,

- CE marking according to Construction Products Directive.

The following data is recorded in compliance with DIN 14676-1 section 6.2.3.3 method C and sent out by the radio module:

- battery status, operating time, sensor status,

- disassembly, functional damage,

- function of the warning signal,

- environment/distance monitoring,

- the date and time of the remote inspection,

- Control of smoke intake openings for free smoke entry.

Other non-detection-specific data that could violate the privacy of apartment users is not collected.

2. Disassembly/assembly of the RWM

The existing RWM in the apartments must be dismantled once in the first year of the contract and replaced with a brand-new RWM. The dismantled RWM must be disposed of professionally and in an environmentally friendly manner in accordance with the Circular Economy Act. In addition to the relevant general regulations, in particular DIN 14676-1 & 2:2018-12, in the current version, is defined as binding implementing provisions for assembly.

The assembly has to be done by screw mounting. Other types of installation are only permitted after prior consultation and confirmation by the AG. Drilling holes must generally be done in a construction-friendly manner. The machines used for this purpose must have a dust class H filter to avoid contamination and dust emissions. Drilling in ceilings must be done from below. All auxiliary devices, such as ladders, machines, tools, etc., that are required for the advertised work are to be provided by the AN.

The AN's services regarding the installation of RWM per apartment also include:

- the instruction of the apartment users in the function of the installed RWM as well as the instruction in their obligations to cooperate, concerning RWM

- the handing over of operating instructions and care instructions,

- instructions (usually a pictogram) on "behaviour in case of fire", and

- the preparation of an instruction and handover protocol.

The handover protocol is available per unit per apartment, is presented to the tenant/user for signature and contains the test date in addition to the test results. At the same time, it serves as an indication to the Client that the Contractor has completed the service and that acceptance can take place. The notification must be made within 10 working days after completion of a WE. After installation and commissioning in the first year of the contract, an inventory overview of the installed RWM must be handed over to the AG for each business unit in accordance with the attached template (see Appendix Model Stock List).

The installation and, if necessary, the replacement/decommissioning of RWM must be carried out by a "specialist for smoke detectors" or a "Q-certified specialist for smoke detectors" or equivalent. Prior to the execution of the individual order, the Contractor shall submit the proof of competence of the personnel employed in the CO for this individual order. The certificate of competence must be updated every five years.

3. Maintenance (inspection, maintenance, repair) of the assembled RWM

The functionality of each installed smoke detector must be ensured in accordance with DIN 14676-1:2018-12 by maintenance measures - inspection, maintenance and repair. The following tests must be carried out at least every 12 months as a remote inspection in accordance with the specifications of DIN 14676-1:2018-12 -RWM - method of RWM of construction method C:

- control of energy supply,

- Control of the smoke sensors for function,

- monitoring of the intended operating time,

- control for dismantling,

- checking whether there is a functionally relevant damage to the smoke detector,

- control of the function of the warning signal,

- control of the smoke intake openings of the detector, and

- Control of the environment (radius 0.5m around the detector) for free smoke entry.

The results, including identified defects and deviations from the target condition, must be documented and handed over to the AG 10 working days after the notifiers have been inspected. The report is to be drawn up per unit for each apartment and includes the audit date in addition to the examination results.

The devices necessary for testing and transmitting the read data, such as mobile receivers, data collectors, radio modem, must be included in the unit price for maintenance.

If, depending on the data transmission method chosen (walk-by, drive-by, fixed network AMR), the installation of additional devices is necessary, the legal fire protection regulations (e.g. MLAR), especially in the escape and rescue routes - stairwells - here. The AG's approval must be obtained prior to execution.

The radio and data transmission method offered must be stated in the list of services per lot.

The work on site in the property may only be carried out by a "specialist for smoke detectors" or "Q-certified specialist for smoke detectors" or equivalent. The corresponding proof of competence according to DIN 14676-2:2018-12 must be submitted to the Client after placing the order.

Maintenance is carried out according to DIN 14676-1:2018 -12. RWM has a non-replaceable long-term battery as energy storage. The batteries are replaced according to the manufacturer's specifications, but at the latest when the power supply malfunction occurs.

The repair is carried out in accordance with the specifications of DIN 14676-1:2018 -12. Appropriate measures must be taken immediately for the defects identified during the inspection to establish the target condition. Non-functional devices, RWM that require decommissioning or other failures, are replaced free of charge for the AG under warranty. A fee-based exchange of equipment or RWM occurs when the AN is not responsible for the exchange (replacement) (e.g. tenant fault due to improper handling/operation, or due to intentional or grossly negligent damage).

4. Documentation

Before performing the services (assembly, maintenance), the AN must prepare the following documentation and documents as samples and coordinate them with the AG:

- Montage-/Inbetriebsetzungsprotokolle,

- instruction and handover protocol,

- simplified overview of all RWM in tabular form with indication of the rental property number, address, location,

- Number/location RWM, identifier RWM, installation of accessories

- Fault hotline of the contractor.

The following documents and documentation must be handed over to the AG once per single order per WE before performing the services (assembly, maintenance):

- Data sheets/operating instructions of all components used,

- cleaning/care installation instructions from the manufacturer,

- contact details of the manufacturer,

- Proof of competence according to DIN 14676-2:2018-12 or equivalent.

Dismantling/disposal, delivery, installation, commissioning and maintenance of smoke detectors Lot 2 (Rhineland-Palatinate)

It is only possible to offer smoke detectors that have the test and certification according to DIN EN 14604 and are approved for use in accordance with E DIN 14676-1:2018 -12. In order to ensure high reliability and durability, a successful test according to vdS 3131 or vfdb 14-01 and the authorization to maintain the Q seal must also be proven. All tests and certifications must have been carried out by an accredited, independent testing and certification body. The evidence must be submitted in the form of certificate copies on request.

A manufacturer's warranty of 10 years must be provided for all alarms and for the immediate accessories to RWM.

Before performing the services (assembly, maintenance), the AN must prepare the following documentation and documents as samples and coordinate them with the AG:

- Montage-/Inbetriebsetzungsprotokolle,

- instruction and handover protocol,

- simplified overview of all RWM in tabular form with indication of the rental property number, address, location,

- Number/location RWM, identifier RWM, installation of accessories

- Fault hotline of the contractor.

The following documents and documentation must be handed over to the AG once per single order per WE before performing the services (assembly, maintenance):

- Data sheets/operating instructions of all components used,

- cleaning/care installation instructions from the manufacturer,

- contact details of the manufacturer,

- Proof of competence according to DIN 14676-2:2018-12 or equivalent.

Dismantling/disposal, delivery, installation, commissioning and maintenance of smoke detectors Lot 7 (Saarland)

1. Requirements for RWM:

It is only possible to offer smoke detectors that have the test and certification according to DIN EN 14604 and are approved for use in accordance with E DIN 14676-1:2018 -12. In order to ensure high reliability and durability, a successful test according to vdS 3131 or vfdb 14-01 and the authorization to maintain the Q seal must also be proven. All tests and certifications must have been carried out by an accredited, independent testing and certification body. The evidence must be submitted in the form of certificate copies on request.

A manufacturer's warranty of 10 years must be provided for all alarms and for the immediate accessories to RWM.

In addition to the relevant general regulations, the implementation provisions (positioning, distances, etc.) of DIN 14676- 1:2018-12 are particularly binding for the assembly of RWM.

The unit price “disassembly, delivery, assembly, commissioning of a RWM” provided in the service directory includes acquisition, material delivery free of use and incl. programmed ready-to-use assembly of the RWM. In the case of wired system components, the standard price including cables is intended to sell, insert and hang up.

A battery-operated wireless smoke detector with optical detection method for the early detection of fire smoke and for local acoustic alerting of people present, including a radio module, must be installed. The detector has special features and can be used in conjunction with the radio module as a detector for remote inspection according to DIN 14676-1:2018 -12, section 6.2.3.3 method C. It is approved according to device standard DIN EN 14604 and has the quality label Q according to vfdb guideline 14-01. The following performance characteristics are to be met at least by the radio detector and the associated radios (e.g. radio module):

- optical detection method,

- Permanently integrated, non-replaceable 10-year battery,

- Alarm signal with at least 85dB (sound pressure at a distance of 3m) when triggered,

- environment/distance monitoring to detect objects in the vicinity of at least 50 cm that hinder smoke entry,

- tracking of the response sensitivity of the smokebox to contamination and dust,

- cyclic self-test of the detector,

- large test button (mute of deceptive alarms, etc.),

- temporary deactivation of an unwanted alarm manually on the detector by the user possible,

- event storage and transmission, e.g. for alarm, contamination and error documentation,

- self-monitoring with fault indication,

- Manual device test by means of a test button,

- Demontageerkennung,

- an integrated radio module for remote inspection (as an open, OMS-compliant and thus interoperable system) in accordance with the requirements of DIN 14676-1

- transmission of automatic test results to radio reading devices,

- Area of application according to application standard DIN 14676,

- CE marking according to Construction Products Directive.

The following data is recorded in compliance with DIN 14676-1 section 6.2.3.3 method C and sent out by the radio module:

- battery status, operating time, sensor status,

- disassembly, functional damage,

- function of the warning signal,

- environment/distance monitoring,

- the date and time of the remote inspection,

- Control of smoke intake openings for free smoke entry.

Other non-detection-specific data that could violate the privacy of apartment users is not collected.

2. Disassembly/assembly of the RWM

The existing RWM in the apartments must be dismantled once in the first year of the contract and replaced with a brand-new RWM. The dismantled RWM must be disposed of professionally and in an environmentally friendly manner in accordance with the Circular Economy Act. In addition to the relevant general regulations, in particular DIN 14676-1 & 2:2018-12, in the current version, is defined as binding implementing provisions for assembly.

The assembly has to be done by screw mounting. Other types of installation are only permitted after prior consultation and confirmation by the AG. Drilling holes must generally be done in a construction-friendly manner. The machines used for this purpose must have a dust class H filter to avoid contamination and dust emissions. Drilling in ceilings must be done from below. All auxiliary devices, such as ladders, machines, tools, etc., that are required for the advertised work are to be provided by the AN.

The AN's services regarding the installation of RWM per apartment also include:

- the instruction of the apartment users in the function of the installed RWM as well as the instruction in their obligations to cooperate, concerning RWM

- the handing over of operating instructions and care instructions,

- instructions (usually a pictogram) on "behaviour in case of fire", and

- the preparation of an instruction and handover protocol.

The handover protocol is available per unit per apartment, is presented to the tenant/user for signature and contains the test date in addition to the test results. At the same time, it serves as an indication to the Client that the Contractor has completed the service and that acceptance can take place. The notification must be made within 10 working days after completion of a WE. After installation and commissioning in the first year of the contract, an inventory overview of the installed RWM must be handed over to the AG for each business unit in accordance with the attached template (see Appendix Model Stock List).

The installation and, if necessary, the replacement/decommissioning of RWM must be carried out by a "specialist for smoke detectors" or a "Q-certified specialist for smoke detectors" or equivalent. Prior to the execution of the individual order, the Contractor shall submit the proof of competence of the personnel employed in the CO for this individual order. The certificate of competence must be updated every five years.

3. Maintenance (inspection, maintenance, repair) of the assembled RWM

The functionality of each installed smoke detector must be ensured in accordance with DIN 14676-1:2018-12 by maintenance measures - inspection, maintenance and repair. The following tests must be carried out at least every 12 months as a remote inspection in accordance with the specifications of DIN 14676-1:2018-12 -RWM - method of RWM of construction method C:

- control of energy supply,

- Control of the smoke sensors for function,

- monitoring of the intended operating time,

- control for dismantling,

- checking whether there is a functionally relevant damage to the smoke detector,

- control of the function of the warning signal,

- control of the smoke intake openings of the detector, and

- Control of the environment (radius 0.5m around the detector) for free smoke entry.

The results, including identified defects and deviations from the target condition, must be documented and handed over to the AG 10 working days after the notifiers have been inspected. The report is to be drawn up per unit for each apartment and includes the audit date in addition to the examination results.

The devices necessary for testing and transmitting the read data, such as mobile receivers, data collectors, radio modem, must be included in the unit price for maintenance.

If, depending on the data transmission method chosen (walk-by, drive-by, fixed network AMR), the installation of additional devices is necessary, the legal fire protection regulations (e.g. MLAR), especially in the escape and rescue routes - stairwells - here. The AG's approval must be obtained prior to execution.

The radio and data transmission method offered must be stated in the list of services per lot.

The work on site in the property may only be carried out by a "specialist for smoke detectors" or "Q-certified specialist for smoke detectors" or equivalent. The corresponding proof of competence according to DIN 14676-2:2018-12 must be submitted to the Client after placing the order.

Maintenance is carried out according to DIN 14676-1:2018 -12. RWM has a non-replaceable long-term battery as energy storage. The batteries are replaced according to the manufacturer's specifications, but at the latest when the power supply malfunction occurs.

The repair is carried out in accordance with the specifications of DIN 14676-1:2018 -12. Appropriate measures must be taken immediately for the defects identified during the inspection to establish the target condition. Non-functional devices, RWM that require decommissioning or other failures, are replaced free of charge for the AG under warranty. A fee-based exchange of equipment or RWM occurs when the AN is not responsible for the exchange (replacement) (e.g. tenant fault due to improper handling/operation, or due to intentional or grossly negligent damage).

4. Documentation
