The implementation of welfare measurements based on a measuring instrument that can give the entities of the Flemish government more insight into their work requirements and resources at the organizational, team / department and individual level:
▪ based on a well-founded analysis of the welfare climate
▪ with the possibility of monitoring the welfare climate at the level of the Flemish government (possibility of benchmarking, evolution over time at secondary level, etc.)
▪ monitoring privacy and anonymity with regard to data capture and processing
The contractor must also be responsible for providing advice with regard to this measuring instrument and, during the follow-up process, act as a channel for knowledge and information about internal services (after analyzing the results). Finally, the contractor is expected to provide a vision of how the analysis of the measurement results can contribute to the welfare policy within an entity.
