The purpose of this consultation is to enter into a framework agreement executed by means of order forms and includes a single batch, including the supply of a digital platform, with, if necessary, the migration of members already registered on the current platform, and the provision of a platform of digital resources that can be viewed by users of the libraries in the department. The consultation is carried out according to the procedure with negotiation (article R. 2124-3 1º solutions not immediately available - public order code). Annual thresholds excluding tax of the framework agreement: minimum: 60,000 EUR - maximum: 120,000 EUR. The consultation is broken down into two phases:

- a phase for submitting applications,

- a bid submission phase.
