Framework agreement for the preparation of planning documents for traffic management and other services in the entire Berlin city area

The contracting authority intends to conclude a framework agreement with a maximum of 5 bidders and to award the contract to those tenders that can be expected to provide the best possible performance on the basis of the agreed conditions within the framework of the award criteria. The contract is concluded when the contract is awarded. Individual target quantities from a total target quantity are distributed to all framework contract partners.

Total Quantity/ Single Quantity

The agreed total quantity (envisaged order volume) is the maximum possible total volume of all orders for the contract. The total target quantity awarded is a guideline and is not legally binding. This means that the client has no obligation to call up 100% of the assigned value.

Retrieval Rule/ Budget Split

The distribution of the individual target quantities to the respective framework contract partners is carried out according to the ranking of the offer according to the award procedure. The call-offs for individual contracts are made in the order according to the result of the award procedure and with a maximum contract value of € 50,000.00, net. To the extent that the volume of a framework contractor is exhausted in accordance with the result of the award procedure (individual quantity), it falls out of the call-off order and the individual contracts are only awarded to the remaining framework contractors in the corresponding order. If the requested framework contract partner does not have any free capacities, the call-off will be made to the best-placed (most economical) framework contractor with free capacities in the order. The next retrieval will then take place again in the original order. There is no entitlement to continuous commissioning.
