The assignment description concerns: the design, implementation and management of an electronic prescribing system (EVS) with the aim of enabling GGDs to meet the legal requirements of the Electronic Prescribing Directive.

The client wishes to add an EVS to the basic provision that enables GGDs to collect medication information from and about the GGD and its clients centrally at one point and to exchange it with chain partners. With the arrival of an EVS, the basic provision contributes to the digital exchange of medication data with the care chain. The starting point is one joint EVS containing at least the basic functionalities of an EVS. For each GGD, there must be a functionally separate organization as part of the joint EVS.

The EVS should be offered in the form of a SaaS service.

The estimated value of the Framework Agreement is € 600,000 excluding VAT per year. This includes the one-off implementation costs. With a total term of the Framework Agreement of a maximum of six (6) years, the estimated value will then be € 3,600,000 excluding VAT. Taking into account a margin of 20%, the maximum value of the Framework Agreement is € 4,320,000 excluding VAT, upon reaching which the Contracting Authority can no longer issue further contracts under the Framework Agreement.
