Description:
Renewable energy installations for residents of Lubanie Municipality

1. The object of the order is the delivery with installation at locations specified in the technical documentation of photovoltaic microinstallations for the production of electricity from renewable sources for residential buildings and heat pumps for the purpose of heating buildings residential:

1) the supply and installation of 53 photovoltaic microinstallations for the production of electricity up to 10 kWp on residential buildings or adjacent land;

2) delivery and installation of 12 heat pumps with a power of up to 10 kWt, mounted for heating of residential buildings.

1. The object of the order is delivery with the assembly of:

1) 53 photovoltaic microinstallations for the production of electricity up to 10 kWp on residential buildings or contiguous land. Total installation power: 397,01 kWp;

2) 12 heat pumps with a power of up to 10 kWt, mounted for heating of residential buildings. Total power 102 kWt.

2. The minimum general guarantee period for photovoltaic and heat pumps shall be 5 years and shall be counted from the date of the fault-free proto-colar final reception. This is a period independent of the warranty provided for individual installation elements, which may be extended by the contractor in the complex offer.

3. The Ordering Party requires that photovoltaic panels, heat pumps and all components of the plant be factory new.

4. Technical documentation shall be annexes to SWZ: subjects, implementing projects, technical requirements for microinstallations. Detailed technical specification of delivery with installation of photovoltaic microinstallations and Detailed technical specification of delivery with installation of heat pumps.

5. The Contractor shall provide free monitoring of PV installations and heat pumps during a period of 6 years.

6. In any case of use in the description of the subject of the contract the standards, technical assessments, technical specifications and technical reference systems referred to in Article 101 (1) (2) and paragraph 3 of the Pzp Act, the contractor should assume that the words 'or equivalent' shall be accompanied by such reference.

7. The Contracting Authority does not provide for the possibility of submitting variant tenders.

8. The Contracting Authority does not intend to enter into a framework agreement.

9. The Contracting Authority does not intend to establish a dynamic purchasing system.

10. The Contracting Authority does not intend to select the most favourable bid using an electronic auction.

11. The Contracting Authority shall not allow the submission of tenders in the form of electronic catalogues or the attachment of electronic catalogues to the tender

12. The Contracting Authority shall not provide for the contracts referred to in Article 214 (1) (7) and (8) of the Law Pzp.

13. The Contractor shall perform all activities related to the full execution of the photovoltaic installation (assembly/commissioning), including the connection to the internal installation of the facility. As part of the task, the contractor will be required to notify the local distribution facility to connect the generator to the internal installation of the facility. The Contractor will perform all the activities associated with the full execution of the heat pump installation (mounting/commissioning).

14. The Contracting Authority reserves the possibility of taking advantage of Article 139 (1) of the Pzp Act, i.e. the possibility of examining and evaluating tenders in the first place, and then making the qualification of the contractor whose offer has been the highest rated, in the absence of grounds for exclusion, and fulfilling the conditions for participation in the proceedings.

15. In order to confirm the conformity of the products offered with the requirements set out in the description of the subject of the contract, the Contracting Party shall request the submission with the offer of the evidence in question:

1) catalogs and/or descriptions and/or specification of PV modules;

2) catalogs and/or descriptions and/or specification of inverter modules;

3) catalogs and/or descriptions and/or specification of heat pump modules.

Provided that the document submitted must contain information to verify that the product offered conforms to the description of the item of the order. If the contractor has not submitted the measures of evidence in question or the evidence in question are incomplete, the Contracting Party shall call for their submission or supplement within the time limit set.
