1. The contracting authorities described in Chapter I of the SWZ jointly conduct the public procurement procedure (Article 38 of the PPL). The contracting authority authorized to conduct the procedure and select the most advantageous offer (lot 1, part 2 and part 3 of the contract) is the Municipality of Brodnica. Orders will be awarded (signed by contracts for the supply of electricity) by the contracting authorities described in Chapter XVIII.
2. The subject of the contract is the supply of electricity in the period from 01.07.2023. until 31.12.2023r. to 791 consumption points (PPE) with a total estimated volume (+/-10%) of 7,402.10 MWh, including:
1) For premises and facilities – tariff groups C, G, R (Part 1 of the contract) – 3 663.38 MWh – a detailed list of PPE is attached as Annex 1a to the SWZ
2) For premises and facilities – tariff group B (Part 2 of the contract) – 3 178.69 MWh – a detailed list of PPE is attached as Annex 1b to the SWZ
3) For the needs of road lighting (Part 3 of the contract) – 560.03 MWh – a detailed list of PPE is provided in Annex 1c SWZ.
Electricity supply to premises and facilities — tariff groups C, G, R1. Number of metering systems accounting for consumed electricity 575 pcs.
2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1a to the SWZ.
3. Estimated electricity consumption during the term of the contract – 3 663.38 MWh, including:
Zone I: 2,343.60 MWh
Zone II: 1,188.82 MWh
Strefa III 130,96 MWh
The above data are indicative. The contractor should take into account possible fluctuations in electricity consumption.
4. Deliveries will take place from 01.07.2023. until 31.12.2023, subject to a different date of commencement of deliveries to 1 contracting facility - Bobrowo Municipality (item 36), details of delivery dates in relation to individual collection points are described in Annex 1a to the SWZ column "Delivery period".
5. The Contracting Authority - Bobrowo Municipality in September 2023 plans to connect the installation of photovoltaic panels with a capacity of 27.36 kWp. and obtain the status of the Producer (item No. 36 in Annex No. 1a to the SWZ). In the case of connecting the installation to the DSO network, the contracting authority expects to conclude with the contractor whose offer will be selected, a contract for the resale and balancing of energy generated in a RES microinstallation and not used at the place of its production (approximately 21.88 MWh per year). The contract will be valid throughout the delivery period.
6. Zakład Gospodarki Komunalnej i Mieszkaniowej Sp. z o.o. Kowalewo Pomorskie has the status of a Producer in the following facilities:
Item No. 73 (PPE number 590243891022437474), Item No. 74 (PPE number 590243891022650866) in Annex No. 1a to the SWZ. RES installations (photovoltaic panel installations with a capacity of 50.00 kWp each) are connected to the DSO network from December 2022. The Ordering Party does not provide for resale, because the generated energy will be fully used for own needs.
7. The Contracting Authority Kowalewo Pomorskie Municipality has the status of a Producer - Item No. 84 (PPE number 590243891022355365) in Annex 1a to the SWZ - source: photovoltaic panels. The energy produced is used for the current needs of the swimming pool, therefore the ordering party does not provide for a contract for the resale of energy.
8. The Ordering Party, the Municipality of Books, has the status of a Producer in the following facilities:
a) Item No. 25 (number 590243892020676742) in Annex 1a to the SWZ, the ordering party from March 2022 has an installation of photovoltaic panels with a capacity of 3.75 kWp. The contracting authority plans to conclude with the contractor whose bid will be selected, a contract for the resale and balancing of energy generated in RES micro-installations and not used at the place of its production (about 0.5 MWh per year), which will be valid throughout the delivery period.
b) Item No. 26 (number 590243892020874278) in Annex 1a to the SWZ, the contracting authority from March 2022 has an installation of photovoltaic panels with a capacity of 20.25 kWp. The contracting authority envisages concluding with the contractor whose bid will be selected, a contract for the resale and balancing of energy generated in a RES micro-installation and not used at the place of its production (about 1 MWh per year), which will be valid throughout the delivery period.
Electricity supply to premises and facilities — tariff group B1. Number of metering systems accounting for consumed electricity 7 pcs.
2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1b to the SWZ.
3. Estimated electricity consumption during the term of the contract 3 178.69 MWh, including:
Zone I: 642.13 MWh
Zone II 457.93 MWh
Strefa III 2 078,63 MWh

4. Deliveries will take place from 01.07.2023. until 31.12.2023, details of delivery dates in relation to individual collection points are described in Annex 1b to the SWZ column "Delivery period".
5. Zakład Gospodarki Komunalnej i Mieszkaniowej Sp. z o.o. in Kowalewo Pomorskie has the status of a Producer - Item No. 1 (PPE number 590243891023767044) in Annex 1b to the SWZ. From November 2022, the ordering party has an installation of photovoltaic panels with a capacity of 50.00 kWp. The Company does not anticipate resale because the generated energy will be fully used for its own needs.
6. The measuring systems shall be adapted to the procedure of changing the seller.
7. For all PPE, the change of the seller will take place once again.
Supply of electricity for the needs of road lighting1. Number of metering systems accounting for consumed electricity 209 pcs.
2. A detailed description of the pre-emptive points (PPE) of the Contracting Party is included in Annex No 1c to the SWZ.
3. Estimated electricity consumption during the term of the contract 560.03 MWh, including:
