LapIT Oy is an in-house company owned by municipalities and joint municipal authorities. Our owner-customers currently include a total of 30 organisations. Our area of operation covers the regions of Koillismaa and lapland. Our services consist of basic information technology and ICT infrastructure services, as well as a growing variety of information management expert services for the needs of our owner-customers. The customer sectors that utilise our services include social and health services, teaching and cultural services, community services, and administrative and support services. We provide services in close cooperation with our numerous partners. In expert tendering, our goal is to update our partner portfolio in various expert needs to support the development of LapIT's services and operations, as well as in customer needs related to our services.

A framework arrangement is established on the basis of competition.

For each component, the subscriber selects a maximum of five (5) suppliers with whom it concludes subscriber-specific and subregional framework agreements.

The suppliers of subdivisions 1 to 29 may be the same tenderers or different providers. The supplier to be selected may also be a group of tenderers.

On the basis of a contract awarded on the basis of a tendering procedure, the customer has the right to use the service himself and to sell the service on to his current and potentially future customers. As a rule, customers are located in lapland and North Ostrobothnia.

The expert services of the contract shall be implemented as a framework agreement. The scope of the contract and the requirements for the service are described in more detail in this invitation to tender, the Procurement Agreement, the Requirement Specification and the Price Form (Appendix 3).
