Description:
Delivery and installation of photovoltaic installations in the territory of the City of Biłgoraj

1. The subject of the contract is the execution of deliveries related to the project pn.

“The use of environmentally friendly energy through the installation of photovoltaic systems on buildings of individuals in Biłgoraj — the use of energy from renewable sources” - implemented under the Priority Axis 4 Environment-friendly energy, Activities 4.1 Support the use of RES Regional Operational Programme of Lublin Voivodeship for the years 2014 — 2020.

The Ordering Party divided the order into two parts which include:

Part 1 - Delivery and installation of PV installations used for the needs of residents in residential and economic buildings.

Hi 2 - Delivery and implementation of ICT system with built PV installations for energy management originating from RES in the Municipality of Biłgoraj City (based on ICT technology) together with the on-line form.

The scope of Part 1 includes all activities, including others:

1) Delivery and assembly based on the technical documentation of 356 pv installation sets

Delivery and installation of PV installations used for the needs of residents in residential and economic buildings

The scope of Part 1 includes all activities, including others:

1) Supply and assembly based on the technical documentation of 356 sets of solar installations, each with a capacity of 3,20kWp together with a design adapted to the place of installation on residential and economic buildings of individuals,

2) assembly of the main supporting structure and substructure (material of both Al structures) in case of need to optimize the angle of inclination of panels and their direction (bolts and other stainless steel elements),

3) installation of photovoltaic panels on previously constructed structure and substructure,

4) assembly of optimizers,

5) installation of DC/AC inverters,

6) installation of designed AC and DC electrical switchgear,

7) installation of designed electrical installations nN - 0.4kV,

8) installation of expansion joints,

9) execution of a photovoltaic monitoring system with the ability to control individual modules,

10) the performance of electrical measurements of the entire system,

11) trial start-up of the entire installation after connecting it to the distribution network,

12) Protocol training of all users and representatives of the Ordering Party on the operating, use, maintenance of safety related to the use of the installed PV installation,

13) the development of detailed instructions for use and their transmission to users,

14) submission to PGE Distribucja S.A. complete, completed and signed applications for attachment of completed solar installations to the power grid together with the necessary application documentation and as-built documentation,

15) supplement possible defects of walls, ceilings sealing roofing material after conducting passages,

16) programming and configuration of photovoltaic installation equipment,

17) installation and connection of the inverter communication module for the transmission of data;

18) drawing up partial receipt protocols for each installation involving the Contractor, Works Manager, Investor Supervision Inspector and User.

19) other elements included in the design documentation, the objects of works and the SST, the provisions of the contract, which are annexes to the SIWZ

Requirements for the performance of supplies and installation work.

PV panels must be assembled according to the manufacturer's instructions. Actions capable of causing deformation of PV panels or destruction of the absorption coating are unacceptable. It is necessary to provide for the installation of panels on roofs of different coverage: e.g. tile, roofing tile, roofing tile and other or walls of buildings in a way that ensures optimization of energy gain. Roof-mounted panels with appropriate tilt and orientation of slopes (south side) should be installed in a plane parallel to the roof surface using system roof holders supplied by the collector manufacturer. When installing panels, pay attention to not damage the roofing material. All holes made in the roof must be secured with system sealing kits. In the case of installation of panels on walls or flat roofs with the appropriate orientation of the slopes, the panels must be mounted using system support structures provided by the collector manufacturer. In case of need to assemble collectors on roofs with inappropriate tilt and orientation of slopes, an additional design shall be used in addition to the support structures provided by the collector manufacturer to enable proper orientation of PV panels to achieve optimal yield energy.

Preparation of the area of supply and installation.

The Contractor is obliged to secure the assembly site during the duration of the contract, until the end and receipt of the final task. The cost of securing the assembly site is not subject to separate payment and is assumed to be included in the contract price. In places adjacent to roads open to traffic, the Contractor shall fence or clearly mark the assembly site, in a manner agreed with the Supervisory Supervisor.

Delivery and implementation of ICT system with built PV installations for energy management originating from RES in the Municipality of Biłgoraj (based on ICT technology) together with an on-line form.

Delivery and implementation of energy management system from RES built PV installations for the Municipality of Biłgoraj City based on ICT technology together with on-line form.

The system will be tasked with collecting data and parameters of the operation of the measuring and monitoring system from the PV installation to the database using ICT technology enabling the measurement and handling of individual PV installations, remote monitoring of installation operation, recording data on a monthly basis (statistics work for inspection as arrays or chart), alarms about possible irregularities in the operation of the device will allow remote preview of the current installation parameters, as well as its changes. The operating parameters of the installation will be recorded from the beginning of the launch of the monitoring option. This will allow you to generate reports and analysis of the results of the work of the PV installation. The system should include calculators of electricity produced, reductions of CO2 emissions, etc. The tools used cannot generate additional costs for the contracting party (e.g. purchase of licenses; operating fees, etc.). The Contractor will be obliged to transfer to the Contractor the copyright of property rights to those elements of the System, which constitute works developed by the Contractor specifically for the purpose of the fulfillment of the subject matter of the contract, to the extent enabling the Ordering Party to change these works and authorization to exercise of dependent rights. Hosting services and domain for the shelf life of the Project are provided by the Ordering Party. The Contractor will provide and implement ICT system with built PV installations for energy management originating from RES in the Municipality of Biłgoraj (based on ICT technology) together with an on-line form allowing direct reading and monitoring and data collection by the website for a period of min 5 years counting from the day of the final reception. :

a) all PV installations whose location and user provides access to the Internet.
