Sarastia Oy requests offers for order times with a passenger transport licence, according to the tender documents. Charters refer to one-way, round trip and more scheduled local transports, such as school swimming pool transport. The agreement does not include various daycare, school and e-services transports. In addition, the agreement does not include transport by passenger car.
The contract is divided into geographical sub-entities from which the tenderer may offer one or more. The adjudicating entity shall not accept sub-tenders, alternative tenders or parallel tenders within sub-assemblies.
The tendering procedure shall take the form of an open procedure establishing a framework agreement for several suppliers. The selection of tenders is based on overall economic affordability and the basis for comparison is the best price quality ratio: Price weight is 0p and quality 100p. It is only possible to make a comparison of quality, since transport prices are only requested from tenderers through mini-competitive tenders during the contract period. The mini-tenders during the contract are carried out by means of a mini-tendering portal purchased by Sarastia itself, the terms of use of which (listed in the tender documents) are agreed by the bidder by means of a tender. Transports can be directed to any mainland Finland.
Between 5 and 25 eligible tenderers shall be selected for the framework agreement by subassembly. The selection is made in the order in which the bidders are scored. The framework agreement has a duration of four (4) years and includes a six (6) month notice period for the contracting entity, selected suppliers and all customer entities of Sarastia Oy committed to the procurement. The contract decision does not create a contractual relationship between the contracting entity and the successful tenderer, but shall enter into force at the earliest after the contract decision has become final, or after the contract has been enforcement granted by the market court, and when both parties have signed a written contract. If the contract is delayed for reasons attributable to the tenderer, the contracting entity shall have the right to reject the tender submitted and to make a new procurement decision on the contract.
