In October 2022, the city of Schwedt/Oder submitted an application for the use of the experimentation clause under the GRW coordination framework in order to shape the socio-ecological transformation process and structural change in the business location Schwedt/Oder in perspective. This is a prerequisite for securing the nationally important industrial and energy location in the north-east of the state of Brandenburg.
The aim of the project is to better systematize the strategic preliminary considerations for the structural development of the economic region that have already begun, to design them holistically and to invest them in the long term. The planning and implementation of such a sustainable transformation process should take place together with economic, municipal political and other socially relevant actors. Even before the scenario for an embargo on the import of Russian oil, the business location had been dealing with the challenges of an upcoming transformation and initiated various measures for the upcoming structural development. Already on 17.09.2020, the city council decided to commission the then mayor to initiate a development of the city towards an innovation location.
Under the project title "Transformation Lab Schwedt/Oder", suitable regional approaches are to be developed. This is particularly true with regard to the package of measures adopted on 16 September 2022 by the federal government with the participation of the State of Brandenburg in a "Future Package to Secure the PCK Refinery and to Accelerate the Transformation in the East German Refinery Sites and Ports".
A core component of the "Future Package" is the special programme adopted by the GRW Coordination Committee (Joint Task "Improvement of Regional Economic Structures") to accelerate the transformation processes at the East German refinery sites and ports. Funding from the special programme is available to the city of Schwedt/Oder, among others, for the development of business-related infrastructures. In addition, further subsidies in the urban area are fed by the JTF (Just Transition Fund) to enable the industry at the location to make the transition to a climate-neutral economy. The main component of the JTF in Schwedt/Oder is the establishment and operation of an Innovation Campus with a focus on education, transformation and research.
The content of the "Transformation Lab Schwedt" is therefore the central process control of the structural change process at the Schwedt/Oder location for a period of three years as well as the implementation of a strategy process including the development of suitable measures and structures involving local to supra-regional stakeholders (especially along the Berlin-Szczecin development axis).
On the other hand, within the framework of the "Transformation Lab Schwedt", the concrete preparation and implementation of key measures is to be accompanied (not part of this call), which are qualified as quickly and widely as possible until the end of the implementation period and thus make a significant contribution to the realization of the "Future Package". Technical questions should be answered in a targeted and in-depth manner and corresponding studies/concepts developed, which can then be transferred into the implementation of suitable measures.
The subject of this tender is the central process control and the implementation of the strategy process within the framework of the "Transformation Lab Schwedt".
