The subject of the contract is the delivery of 6 remotely controlled vehicles for extinguishing fires and eliminating CBRNE hazards together with a platform for their transport in accordance with the requirements of Annexes 1a and 1b to the SWZ – a detailed description of the subject of the contract.
Part I – delivery of 3 remotely controlled vehicles for extinguishing fires and eliminating CBRNE hazards together with a platform for their transport in accordance with the requirements of Annex 1a to the SWZ – description of the subject of the contract;
Part II – delivery of 3 remotely controlled vehicles for firefighting and elimination of CBRNE threats together with a platform for their transport in accordance with the requirements of Annex 1b to the SWZ – description of the subject of the contract;
The subject of the order shall comply with the following requirements:
(a) correspond to all the characteristics set out in the specification of the terms of the contract.
(b) be new and compliant with applicable standards.
(c) have a set of technical and operational documentation.

The subject of the order shall comply with the following requirements:
(a) correspond to all the characteristics set out in the specification of the terms of the contract.
(b) be new and compliant with applicable standards.
(c) have a set of technical and operational documentation.
1. The tender, the application and the means of proof (if required) submitted electronically shall be signed with a qualified electronic signature. In the process of submitting a bid, application, including the evidence in question on the platform, the Contractor submits a qualified electronic signature directly on the document, which is then sent to the system.
2. The certification of conformity with the originals shall be carried out by the contractor, the economic operators jointly applying for the award of the public contract or the subcontractor, as appropriate, in respect of the documents relating to each of them. The original should be understood as a document signed with a qualified signature by an authorized person/persons. Certification of compliance with the original shall be made in electronic form, signed with a qualified electronic signature by an authorized person/persons.
3. The offer shall be:
a) drawn up on the basis of the annexes to this SWZ in Polish,
b) submitted using electronic means of communication, i.e. via platformazakupowa.pl,
c) signed with a qualified electronic signature by an authorized person(s)
4. Qualified signatures used by contractors to sign any files must comply with the "Regulation of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) (EU) No 910/2014 - from 1 July 2016".
5. When using the XAdES signature format, external. The ordering party requires attaching a sufficient number of files, i.e. signed data files and signature files in XAdES format.
6. Under Article 18(3) of the PPL, information constituting a trade secret within the meaning of the provisions on combating unfair competition shall not be disclosed. If the contractor, no later than within the deadline for submitting tenders, has clearly stipulated that they may not be made available and has demonstrated, attaching appropriate explanations, that the restricted information constitutes a trade secret. On the platform, in the bidding form, there is a place designated to attach the trade secret part of the offer.
7. The Contractor may, through the platformazakupowa.pl, withdraw the bid before the deadline for submission of tenders. The method of withdrawing the offer is included in the instructions posted on the website at: https://platformazakupowa.pl/strona/45-instrukcje.
8. Each economic operator may submit only one tender. The submission of more than one tender or a tender containing variant proposals will be rejected.
9. The prices of the offer must include all costs that the contractor must incur in order to perform the contract with the utmost care and any discounts.
10. Documents and statements submitted by the contractor should be in Polish, unless otherwise allowed in the SWZ. If documents drawn up in a language other than that permitted are attached, the contractor shall attach a translation into Polish.
11. According to the definition of an electronic document under Article 3(2) of the Act on computerisation of the activities of entities performing public tasks, affixing a qualified electronic signature to a file containing compressed data is tantamount to signing the original document, with the exception of copies certified respectively by another contractor applying jointly with it for the award of the contract.
