The assignment concerns the development and execution of a dynamic, interactive and hybrid Government-wide Cyber Exercise.

The Cyber Exercise should:

1. Focus on an (occasional) crisis team that lives through a current and politically relevant scenario and has to jointly resolve a cyber crisis;

Provide insight into the complexity of a cyber incident and the complexity of decision-making;

2. Enable organizations themselves to simultaneously practice the Cyber Exercise in their own environment;

3. Be dynamic in character. This means that the choices of the participants influence the course of the scenario;

4. Have a certain amount of interactivity. Think of various injects, polls, chat options and interaction with the viewing public and organizations that practice simultaneously;

5. In terms of scenario and practice goals to be recognizable for the primary target group.

€ 380.000,- excluding VAT for the entire term of the agreement (4 years).
