With the upcoming call for tenders, the state of Lower Saxony would like to put out to tender framework agreements for IT services. Framework agreements are to be concluded for 3 lots, from which the services can be accessed via individual call-offs. All departments of the direct Lower Saxony state administration that are covered by § 1 para. 2, with the exception of the departments mentioned under para. 3 sentence 1, of the User and Procurement Regulations for IT. Lower Saxony (Nds. MBl. 2014, 244) are entitled to receive them. In addition, the following positions are eligible:

An extension of the circle of beneficiaries is possible within the scope of what is permissible under public procurement law.

The subject matter of this framework agreement are:

- support in the development of system and application software by the contractor for permanent assignment to the client as an IT service, and

- the independent development of software by the Contractor as a work performance on the basis of a specification agreed for the respective individual order, which the Contractor must prepare on the basis of a functional or constructive description of the Client's services and submit to the Client for approval, whereby the software is also developed within the framework of an agile development model by continuously specifying the software to be developed can be replaced.

The purpose of this framework agreement is to provide support services for the operation of the Client's IT infrastructure, including administrative and other technical and administrative services related to it, in particular:

- Planning and construction,

- Installation and configuration of software and related components,

- Support and system engineering support in the operation of complex software environments as well as their monitoring and adaptation,

- Software maintenance, in particular the handling of errors occurring during the proper use of software, consulting and support services regarding functions of the software, determination and provision of updates / upgrades and their installation, optimization of settings,

- Creation and implementation of IT security concepts,

- other operational support services commissioned in a specific individual order,

with the aim of continuously maintaining and restoring unrestricted operational readiness with regard to the Client's comprehensive IT infrastructure ("Contract IT") as described in the respective individual order, including the consulting services required for this purpose (hereinafter collectively referred to as "Support Services").

Insofar as the Contractor is also obliged to handle errors as part of its support services, this includes in particular the limitation of the cause of the error, the diagnosis of the fault as well as services aimed at remedying the error (e.g. in the case of software, in particular patches and service packs). At the Client's option, error handling services in connection with software can also be provided by means of a bypass, update or upgrade delivery and, after consultation with the Contractor, also by delivery of a new version.

The subject matter of this framework agreement are:

- Assisting in the preparation, planning and implementation of IT projects (IT project management services), in particular software development projects, organizational/change projects, migration and rollout projects, including project initiation and definition, project planning, project implementation and project completion; as well as

- Neutral IT consulting, in particular strategy consulting, organizational and process consulting, consulting services in connection with analysis, conception, design and implementation, support in the preparation of profitability assessments and performance monitoring, support for project management.
