This contract is a service contract, covering the rental in SaaS (Software as a Service) mode and various associated services of an integrated and scalable IT solution for human resources management “Soft HR” and particularly the management of recruitment, skills, evaluations and training. The SaaS mode was chosen by the Contracting Authority following the prospection that was carried out before the drafting of this contract.
The services of the Government of the Wallonia-Brussels Federation (among which the Ministry of the Wallonia-Brussels Federation and ETNIC) are increasingly impacted by the digital revolution and the dematerialization of work. Innovations will follow one another at an increasingly rapid pace and profoundly change the way they work. At the same time as it evolves, the work also becomes more complex. The increasing use of new technologies combined with a general increase in users' expectations of public services (faster, more personalized service, etc.) requires an increasingly high level of expertise on the part of the staff responsible for providing these services.
The capacity of the services of the Government of the Wallonia-Brussels Federation to acquire and develop the key skills necessary for the exercise of its missions, therefore becomes a crucial issue.
In addition, controlling the evolution of resources therefore requires the development of opportunities for the development of the skills of our employees and greater mobility of them within the organization. Employees must have the opportunity to acquire the skills and knowledge necessary to keep up with the changing needs of the organization; and changes of assignment from one workstation to another must be able to be carried out more easily than today between the different entities that make up the Wallonia-Brussels Federation to meet these needs.

The present contract is a service contract, covering rental in SaaS mode (Software as a
Service) and provision of related services for an integrated and scalable IT solution for resource management
“Soft HR”, especially for the management of recruitments, skills, evaluations and training.
The market aims at the gradual implementation, maintenance and support for the evolutions of an integrated management solution
based on a software package (or a software suite), including the necessary integrations and management tools.
The technical clauses of the CSC describe the requirements for the Solution, the envisaged Implementation Project and the
maintenance of the Solution.
These requirements aim at results to be achieved. In other words, the bidder is responsible for the ability of the
Solution it proposes to meet the expectations of the AP as formulated in this CSC.
The needs of ETNIC and MFW-B are an integral part of the main market items while the needs of the entities
are covered by required options apart from item 2 where required options have been integrated.
