The procedure is aimed at concluding a Framework Agreement with several economic operators, for each Lot, pursuant to art. 54, c 4, lett. a) of Legislative Decree no. 50 of 18/04/2016 as amended, concerning the supply of solvents, organic reagents, inorganic reagents, biological area reagents for the needs of the laboratories of the Departments, for the period 15/11/2023 – 14/11/2027, possibly extendable for a further six months, in implementation of resolution no. 112 of the Board of Directors of 18/04/2023, prot. No. 106451.

The presumed and unguaranteed amount for the period 15/11/2023 – 14/11/2027 equal to € 3,937,500.00 + VAT The presumed total amount, including any extension period of 6 months, is equal to € 4,429,687.50 + VAT

The amounts indicated are merely presumed and do not oblige this administration since they depend on the needs related to research activities for which it is only possible to make forecasts and estimates.

The price lists of the products formulated by the University and the individual price lists of the products marketed by the same economic operator and not included in the list of products formed by the University will be published on the website and viewed by all users. In the aforementioned price lists of the products formulated by the University, the operator must indicate, for each Lot for which he submits an offer, the product code and the unit price offered, for each individual product, which must remain unchanged for the entire period of validity of the contract, filling in the relative columns of the price list marked with letters E – F of the economic offer form. It should be noted that the economic operator, for each Lot for which it submits offer, is not obliged to offer all the products indicated in the Lot itself. The operator must indicate any additional costs for special transport or dry ice costs in the column marked with the letter G of the economic offer form. The economic operator must fill in the column marked with the letter H of the economic bid form remains optional. Limited to individual products for which the economic operator does not submit its economic tender, the latter will not be contacted when awarding the individual specific contracts to be formulated by the ordering university structures. Operators undertake to keep the price presented in the offer fixed, except for the possible recognition of increasing and/or decreasing variations due to hypotheses expressly provided for by current legislation. The choice of the economic operator to whom to award the individual specific contract, with the same technical specifications of the individual product, will take place according to the criterion of the lowest price. The individual ordering points may justifiably derogate only in the event of the need to use a specific product for reasons of research or experimental continuity. In compliance with the principles of economy, effectiveness and timeliness, the Contracting Authority, if it needs to order several products, relating to the same Lot, from several economic operators according to the criterion of the lowest price, may verify the cost savings not from the amount provided for by the price of the single product but from the cumulative sum of the same in order to place the order from a single operator. If, before the expiry of the term of duration of the framework agreement of each lot, the relative value of the specific contracts of the ordering structures reaches the estimated value of the framework agreement of the reference lot or exceeds it (in any case up to a maximum threshold of 20%), the University will consider the latter as having expired and consequently the individual ordering structures will not be able to issue further supply orders. The amount is set at € 84,241.05 + VAT. The amount, including the 6-month extension period, is € 94,771.18 + VAT

The price lists of the products formulated by the University and the individual price lists of the products marketed by the same economic operator and not included in the list of products formed by the University will be published on the website and viewed by all users. In the aforementioned price lists of the products formulated by the University, the operator must indicate, for each Lot for which he submits an offer, the product code and the unit price offered, for each individual product, which must remain unchanged for the entire period of validity of the contract, filling in the relative columns of the price list marked with letters E – F of the economic offer form. It should be noted that the economic operator, for each Lot for which it submits offer, is not obliged to offer all the products indicated in the Lot itself. The choice of the economic operator to whom to award the individual specific contract, with the same technical specifications of the individual product, will take place according to the criterion of the lowest price. The individual ordering points may justifiably derogate only in the event of the need to use a specific product for reasons of research or experimental continuity.

In compliance with the principles of economy, effectiveness and timeliness, the Contracting Authority, if it needs to order several products, relating to the same Lot, from several economic operators according to the criterion of the lowest price, may verify the cost savings not from the amount provided for by the price of the single product but from the cumulative sum of the same in order to place the order from a single economic operator. If, before the expiry of the term of duration of the framework agreement of each lot, the relative value of the specific contracts of the ordering structures reaches the estimated value of the framework agreement of the reference lot or exceeds it (in any case up to a maximum threshold of 20%), the University will consider the latter as having expired and consequently the individual ordering structures will not be able to issue further supply orders. The estimated total amount, for the period 15/11/2023 – 14/11/2027, is set at € 487,757.84 + VAT. The amount, including the extension period, is € 548,727.57 + VAT
