The proceedings are conducted with a view to concluding a framework agreement. The subject of the framework agreement is to define the framework conditions for the award and performance of executive contracts during the term of the framework agreement, consisting in the provision by the Contractor of services supporting the process of manufacturing and maintaining IT systems in projects of construction, development and maintenance of the integrated IT system of the Contracting Authority, through the secondment by the Contractor of a specialist or specialists from the IT industry (IT Analyst, Programmer 1, Programmer 1 – senior, Programmer 2, Programmer 2 – senior, Programmer 3 – senior, Tester, Administrator of IT systems and database platforms, Network Administrator, Data Warehouse Engineer) to provide these services under the supervision of the Ordering Party. A detailed description of the subject of the contract, including the requirements for specialists, are set out in Annex. No. 1 to the SWZ, and the detailed conditions and rules for the implementation of executive orders are set out in Annex. No. 2 to SWZ.

A detailed description of the subject of the contract, including the requirements for IT specialists, are specified in the Description of the subject of the contract constituting Annex 1 to the SWZ, and the detailed conditions and rules for the implementation of executive orders are specified in the Draft provisions of the framework agreement constituting Annex 2 to the SWZ. The scope of the executive contract, including the profile of the specialist or specialists, the number of man-hours, the working time, the mode and place of performance of the contract by the specialist or specialists, the period of making the specialist or specialists available, the scope of the contract covered by the option will be each time specified in the Executive Invitation addressed to the Contractors in the executive procedure, while the award of the executive contract will take place through the conclusion of an executive agreement - on the terms set out in Draft provisions of the framework agreement (Appendix No. 2 to SWZ). The Contracting Authority provides for the possibility of using the option referred to in Article 441 of the PPL. The implementation of the subject of the framework agreement will take place in accordance with the actual needs of the Contracting Authority, and the actual number of ordered man-hours will depend on the actual needs of the Contracting Entity.
