The community of Sinzheim is planning to build a new sports center

The Sinzheim sports center (Fremersberg Stadium) is located at the southern entrance to Sinzheim, west of the B 3. It currently consists essentially of 2 sports fields (lawns). In the area between the playing fields, another grass play area was built for training purposes.
The overall concept developed on August 31, 2020 provides for a large playing field with natural grass in the northern area, which is supplemented all around by athletics facilities (circular track, long jump, etc.). This plans over the now existing turf playing field in the north and the (turf) training fields in the intermediate area. However, the execution of the circular track is not part of the current measure. The redesign of the existing lawn in connection with the circular track will only be planned after the current measure. However, the short-running track for school and mass sports should already be implemented at this point, as the existing track will be built over by the multi-pitch.
The training fields on the northeastern edge are to be preserved. However, these should be designed as natural grass fields.
The newly planned multi-pitch as an artificial turf field is now attached to the south and plans over the existing turf field. It enables the flexible division into 2 smaller, transverse playing fields or in a larger playing field (68 x105) and can thus optimally cover the need for a weather-independent game and training operation.
According to the current plan concept, a new building for changing rooms, sanitary rooms, technology, etc. is planned between the lawn with circular track in the north and the multi-pitch, in order to achieve short distances - especially to the new multi-pitch. A walkable roof is intended as a grandstand here.
A beach field is also located here, which already exists in this area, but has to be replaced in terms of its location so that the short runway can be built.
The overall concept is completed by a natural grass playing field with 98 x 68 m on the southern edge. It replaces the grass field overplanned by the multi-pitch field.
The overall concept is divided into 2 packages of measures. The municipality of Sinzheim is the owner of the new construction of the artificial turf multi-pitch, the construction of the functional building with sanitary rooms and changing rooms and the replacement of the short-running track. The sports club will act as the client for the new construction of the grass field, the irrigation, the conversion of the training fields and the replacement for the beach volleyball field. However, the overall concept should be supervised and planned by a planning office.
The following engineering services should be the subject of the commission: Planning services for outdoor facilities from LPH 3 according to the fee schedule for architects and engineers (HOAI) in the latest version, §§ 38 ff.
The planning services are awarded in a negotiated procedure according to Sections 73-80 VgV. The participants in the negotiation process are bidders who have qualified in the upstream participation competition.
