The procurement includes new remote measuring devices for electrical energy and their mass installations, as well as a metering as a Service (Metering as a Service) enabled by remote reading. In addition, the procurement covers the metering service of current, existing electricity consumption sites to the agreed extent.

The aim is to acquire a high-quality and cost-effective comprehensive remote reading solution that meets the needs of both the company and the electricity market, and that develops and develops as the operating environment and the company's needs change.

The total number of places of use is approximately 170,000.

The overall solution offered must initially cover the following products and services elsewhere in accordance with the technical and functional specifications defined in this call for tenders:

– New remote measuring devices for electrical energy.

– The installation of measuring instruments at the places of use of the mass installations and the installation accessories required for the installations.

— Delivery logistics of measuring equipment and proper disposal of existing measuring equipment to be removed when the supplier installs a new measuring device.

– Metering as a Service (MaaS), which covers readings and alarms of data measured and registered by measuring instruments, as well as various remote programming, controls and requests to the measuring instrument.

– Remote reading is enabled by data transfer solutions and services.

– Fault repair and maintenance of guaranteed measuring instruments as part of the measurement service provided.

– Support and maintenance services related to the metering service and the connection of new locations to the metering service.

– Connection interfaces that, depending on the data producer, enable either the client's integration into the supplier's service environment or the supplier's integration into the subscriber's integration platform.

– Transfer of measurements of current, existing electricity consumption sites to the metering service provided by the supplier to the agreed extent. The requirement applies to remote monitoring devices manufactured by Aidon Oy.

– A delivery project that covers the commissioning of services and the planning of mass installations, as well as project management and project management.

– Ensuring the information and cybersecurity of the metering solution to be delivered.

— Educations.

In addition, the overall solution must include the following additional acquisition possibilities, i.e. options, the redemption of which is decided by the subscriber:

– Transfer of measurements of current, existing electricity consumption sites to the metering service provided by the supplier to the agreed extent. The requirement applies to remote sensing devices manufactured by Landis+Gyr. Alternatively, the supplier may offer premature replacement of Landis+Gyr measuring instruments by 31.3.2025. This is a mandatory option that the supplier must offer.

– A mobile work supervision service that can be used by the client and their contract contractor for individual installations of new remote monitoring devices and for fault repair and maintenance work carried out by the client. This is an option that the supplier can offer.

The content of the procurement will be specified during the negotiated procedure.
