The contest is for the delivery of consultancy services for a concept review for a new joint nitrogen plant for 5 municipalities.

The municipalities in Vestfold have received notification from the County Governor that nitrogen treatment will be required. The County Governor expects that the municipalities start planning work in order to meet such future requirements.

Holmestrand, Horten, Tønsberg, Færder, and Sandefjord Municipalities have decided to start a concept review (this assignment) in order to better assess the most relevant alternatives for a possible collaboration.

This assignment is subject to the municipalities' decision on participation in this project.

The project must result in a recommended system (concept) for each municipality with a sufficient degree of detail so that the municipalities can make a binding decision on the concept and cost limit.

The value of the procurement is estimated to be: NOK 10,000,000 - NOK 15,000,000 excluding VAT over the EEA threshold value. The value is an estimate and is not binding for the contracting authority.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of procurement.

Contract NS8402

Contract period. The contract is expected to awarded by 2023-12-04.

Contract provisions: The contractual relationship is governed by NS 8402:2010. The tender documentation annex is part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.
