In accordance with the provisions of the Tender Act, the DR offers a contract of 5 years for media monitoring and analysis. The contract consists of deliveries to two departments of the DR, respectively 'Communication and Press' (hereinafter 'KOMM') and 'User, Market and Publishing' (hereinafter 'BMP'). All deliveries depend on the same source basis. Deliveries to KOMM consist of a media monitoring part, an analysis part, and an archive part. Media monitoring involves a daily overview of the articles in which the DR is mentioned. The analysis provided weekly, the scope, media, readership, etc., are disclosed for the latest reviews of the monitoring. In the archive, it must be possible to seek earlier mentions from the surveillance. Delivery to BMP consists in a daily delivery of metadata for the articles which contain program mentions of DR's programs. For a review of the specific requirements for deliveries, refer to the tendering material, including in particular the contract and Annexes 1 to 3.
The tender business is implemented in accordance with the rules of the Tender Act as an EU public offering, and all interested bidders are invited to make offers. The DR therefore intends to contract with the bidder who, on the basis of the award criterion 'best price to quality', makes the most economically advantageous offer. There are no minimum requirements for tenders' financial or technical ability (suitability) applicable to the tenders' financial or technical capability. It is the responsibility of the tenderers that the tenders comply with the requirements of the tendering material, and therefore bidders are invited to read through the whole tendering material thoroughly and to ask the necessary questions during the tendering business as referred to in paragraph 6.1 of the tender offer conditions. Paragraph 3 of the tendering conditions provides an overview of the total tendering material. Furthermore, the parts of the tendering material to be completed by the tenderers in connection with the tender offer. Regarding the ESPD document, it is noted that the document must be completed as an undertaking that the tenderer is not covered by the exclusion grounds referred to in paragraph 8.2 of the tender conditions. Provided by a consortium, the required information in the ESPD shall be provided for each participant in the consortium. In addition, the roles of individual participants in the consortium must be indicated. Offers may only be replaced in Danish. The final deadline for receiving offers is Monday, April 4, 2022, 12:00, and bidders must maintain their offer for 4 months from the expiry of the offer deadline. The bidders do not have the opportunity to witness the opening of the offers made electronically by DR Group Procurement in the DR City. After the opening of the offers, an assessment is first made as to whether the bidders based on the information contained in the ESPD document meet the exclusion requirements laid down. Non-compliant bidders are excluded by the competition. Offerers from tenderers meeting the exclusion requirements will then be subject to a conditionality test to ensure that the tenders meet the form and procedural requirements of the tender conditions, that the offers do not provide reservations for basic elements that they made minimum requirements have been met and that the tenders, moreover, do not contain any information that causes suspicion of a failure to comply with the relevant legislation as set out in paragraph 8.3 of the entirety of the tender conditions. Not conditional offers are rejected from the tender offer. Conditional offers thereafter subjected to an evaluation of the material content referred to in paragraph 8.4 of the tender conditions. The bidder with the highest total points figure is designated as the winning bidder. However, prior to DR's decision to award the contract, DR must require the bidder to whom the DR intends to award the contract to provide evidence of the information provided in the ESPD. The documentation relates to the requirements laid down in relation to the tenderer's personal circumstances as referred to in paragraph 8.5 of the tendering conditions. Once the requested documentation is in place, all participants will be informed simultaneously and in writing of the outcome via the DR's tender portal. It is intended that the outcome of the tender will be notified around 2 May 2022 for contract conclusion around 13 May 2022 after expiry of the mandatory standstill period of 10 calendar days calculated from the day following the submission of notice of the outcome of the tender, cf. Law on the Board of Complaints for Procurement Section 3 (1).
