Oslo municipality c/o the Agency for Development and Competence (UKE), invites tenderers to an open tender contest for parallel framework agreements for a ‘temporary hire contract for dark fibre’.

The contracting authority has established a group network for data and telecommunication — OK MAN, which is made up of approx. 1 200 connections. Approx. 800 are DSL-based, whilst the rest are dark fibre connections.

The contracting authority has a project to enter into a new contract for the network area. The contracting authority announced, in spring 2014, a competition for the delivery of the network capacity as a IPVPN service to the municipality's service places, an award letter for this competition was sent out in November 2015. A preliminary injunction was taken out on a tenderer regarding the award and this was upheld by Oslo magistrates court, the decision has been appealed. Due to the court case, which could last a long time and the uncertainty around the outcome, temporary contracts are now wanted that can cover the need.

The temporary framework agreement for the hire of dark fibre shall last for 6 months with an option for an extension.

The contracting authority shall have the right to end the contract with 1 months notice during the entire contract period.
