Plans for Harrestrup Å and Vigerslevparken have evolved over several years. The present tender is based on a disposition proposal based on 2 primary purposes: a nature recovery project—focusing on raising the natural value of the creek - and a capacity project—focusing on cloud rupture management via expansion of capacity in the creek and flood in the park.
Consequently, based on the outline proposal already drawn up, the Adviser must restore selected shortcomings in previous advisors' disposition proposals, prepare project proposals by processing you on selected lines and to remedy selected shortcomings as described in the task description, to then dispose of and project one unified solution for the project Harrestrup Å i Vigerslevparken, which deals with landscape-based rainwater management, natural value in the creek - and a capacity project — focusing on cloud rupture management via expansion of the capacity of the creek and flood in the park.
TMF has produced a task description which describes the framework of the task. Please refer to Annex H, Task Description Harrestrup Å i Vigerslevparken 2021 and annexed.

Based on the outline proposal already drawn up, the Adviser must prepare project proposals by processing you on selected lines and to remedy all the shortcomings in accordance with the task description, in order to dispose and project a single solution for the Harrestrup Å project in Vigerslevparken, which deals with landscape-based rainwater management, natural value and urban life.
The role of the advisor is to carry out design management and governance, as well as to project a unified solution that can form the basis for regulatory approval, entry price tenders and facilities.
Preparation of project proposals:
For TMF, Rambøll Danmark A/S has drawn up a proposal for disposition which is annexed as Annex 4. It is the opinion of TMF that the disposition proposal is flawed. TMF has drawn up a list of the shortcomings identified by TMF in the outline proposal as set out in Annex 5.
Adviser shall review the proposal for disposition (Annex 4), cf. ATR01. The adviser's review is settled according to time elapsed, with TMF for use of the tender having estimated an hourly spend. In parallel with the adviser's review of the outline proposal, counsel within the fixed price offered shall initiate recovery of the shortcomings identified by TMF as set out in Annexes 5 and ATR02.
Based on the adviser's review of the Disposition Proposal (ATR01) and Recovery (ATR02), Counsel shall provide a definitive description of the following by 21 January 2022:
Recovery of the shortcomings identified by TMF has an impact on other parts of the outline proposal and/or advisor's benefits — and where appropriate, there are additional tasks/services which, in the opinion of the advisor, must be carried out before project proposals are initiated.
On the basis of the outcome of the above, the advisor shall prepare any new ATR with a fixed price. After TMF's approval, the additional services may be carried out.
Note: It is the responsibility of the advisor to ensure recovery of the disposition proposal within the ATR02 award and any new ATR. “recovery” means:
(i) the deficiencies identified by the TMF referred to in Annex 5 are remedied/remedied;
(ii) identifying any derivative effects of the recovery; and
(iii) that all the derived performance (s) (iii) that may result from the mitigation of the deficiencies identified by TMF are carried out.
Counselor bears responsibility for his own services, including bearing the advisor responsibility for the recovery that counsel must carry out, see above.
During the contract period, counsel is subject to a tightened orientation obligation as regards incorrect, deficient or incomplete information contained in the proposal for disposition. Thus, it is the duty of the advisor:
(i) to ensure a full reviewing of the proposal for disposition;
(ii) to immediately brief TMF whose advisor identifies matters in the outline proposal which, in the opinion of the adviser, are incomplete, deficient or incorrect. Counsel cannot plead with TMF shortcomings in the disposition proposal that counsel has or should have discovered.
