Contract for consultancy assistance for financing and organisation of storm surge protection of Copenhagen

The present invitation to tender includes the conclusion of a contract for consultancy assistance for the financing and organisation of flood protection of Copenhagen, see further details on the content of the assignment under point II.2.4).

The Ministry of Transport coordinates the implementation of a feasibility study of an overall flood protection of the central part of the capital, which geographically includes four municipalities Hvidovre, Dragør, Tårnby and Copenhagen.

The feasibility study contains a number of sub-studies, for which there are four working groups: 1) Security levels, 2) Technology, environment and construction estimates, 3) Economics and 4) Financing, organisation and authority relations. In Working Group 4, the Ministry of Transport will carry out an analysis of the financing and organisation of the storm surge protection project. The Ministry of Transport and Sund &Bælt Holding A/S need to purchase consultancy services that possess competencies for carrying out the analysis work on financing and organisation, which among other things concerns operationalising a contribution distribution model based on the utility principle of the Danish Coastal Protection Act, which – with any subsequent further developments – can be used for payment collection in practice. An essential part of this is to develop a modelling tool and to identify, assess and integrate data and calculation methods into it so that possible percentage contributions from different contributors can be calculated. The contribution distribution model must be able to allocate actual costs for flood protection of Copenhagen. Another important competence is the identification and assessment of organisational models, both for the construction phase of the storm surge protection project and subsequent operation and maintenance.

Under the tendered contract, the supplier/consultant must therefore assist in general with the following tasks:

(i) Based on an already established principle contribution distribution model for financing an overall flood protection of Copenhagen, the supplier shall operationalize and quality assure the contribution distribution model so that it can be used for payment collection in practice - with any subsequent further developments.

(ii) As an essential part of this, the Supplier shall design and develop a modelling tool in which the Supplier shall identify, assess and integrate data and calculation methods, including claims functions. The modelling tool must be developed in standard software that can be run on a Windows platform, and it must be able to handle large amounts of data and information of various formats, including GIS data. The supplier must carry out impact assessments on the model so that a specific contribution distribution between the identified contributors can be presented.

(iii) The supplier shall develop possible solutions for how the contributors to the storm surge protection project are actually charged. The supplier must assess the impact of the possible charging models on the contributors and – in cooperation with the Ministry of Transport – consider models for the individual contributor's financing of the respective contributions. On this basis, the supplier must recommend a final payment collection model.

(iv) The supplier shall carry out an assessment of the applicability of the contribution allocation model and the payment collection model within the applicable regulatory framework.

(v) The supplier shall identify and assess models for the organisation of the storm surge protection project, both for the construction phase of the project and the subsequent operation and maintenance.

(vi) Finally, the Supplier must prepare a final report summarising all findings, recommendations, etc., and the Supplier's report must be included in an overall report of the feasibility study with a view to a political position on the possible further progress of the Storm Surge Protection Project.

The supplier must perform the tasks in close cooperation with the Ministry of Transport.
