The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).

Under this responsibility, the contract includes the conclusion of a framework agreement with a company (§ 21 VgV) for the supply of passenger car utility cars as a survey bus. The vehicle shall be classified in category M1 and, with the exception of specified deviations, delivered in a standard, commercially available type. Following delivery, a suitable interior installation in the passenger/cargo compartment is carried out by third parties (specialist company). The vehicle is used in surveying field service in Germany (Lower Saxony) on paved and/or unpaved roads, paths and squares under all weather conditions. This includes the safe transport of the specialists employed and the — sometimes high-quality — surveying equipment.

All departments of the State Office for Geoinformation and Surveying of Lower Saxony (LGLN) are entitled to call.

The estimated total order amount, including all renewal options, is approximately EUR 1,800,000.00 (net). The maximum number of vehicles to be delivered is 40 vehicles over the entire possible contract period, including extension options. This therefore represents the maximum number of vehicles available under this framework agreement.

This proposed order volume has been determined and described by the LZN as precisely as possible. However, a final determination is neither possible nor necessary due to the nature of the procurement, in particular because of the unpredictable purchase/retrieval behaviour (§ 21 para. 2 sentence 2 VgV). The procurement volume mentioned here is subject to considerable fluctuations due to non-calculable demand figures of the customers of the LZN — services of the LZN — LGLN — as a result that only a rough calculation can be specified. Thus, this volume is only a prediction and an indication of quotation preparation and calculation and does not constitute an acceptance obligation of the contracting entity beyond the guaranteed minimum annual purchase.

The guaranteed minimum annual order quantity is 6 vehicles.
