The Zweckverband Ernst-Mach-Gymnasium Haar intends the conversion and expansion of the Ernst-Mach-Gymnasium.

Award of project management services based on the AHO, project stages 2 to 5, action areas A to E. A step-by-step assignment takes place.

The project has eligible project costs of € 22,400,000 million (gross).

The subject matter of the contract (contract for work with service contract elements) is the project management services for the construction project conversion and extension Ernst-Mach-Gymnasium Haar, here general renovation. These are essentially services which are included in the performance profile for project management in § 2, issue 9 of the AHO publication series, project management services in the construction and real estate industry, 5th edition 2020 (hereinafter: "AHO issue 9"), as well as service obligations individually formulated by the client, the project stages 1 – 5.

The Zweckverband Ernst-Mach-Gymnasium is planning the conversion and expansion of the Ernst-Mach-Gymnasium in Haar. As part of the project development, a feasibility study school extension of the office Smets Architekten from 14.04.2021 was created. The client decided to implement variant 4 and was the basis of VgV procedures for planners and project management and led to corresponding commissions, also for the service area project management.

In the subsequent processing of the project, it had to be determined that the expansion measures – increases in the existing stock with the necessary adaptation measures in the existing building – were not possible without additionally required sustainable renovation measures and therefore further extensive measures were required, which deviate from the originally planned scope of construction and expand the measures in the area of the existing building.

The building fabric of the existing buildings is good, the facades have been upgraded as part of maintenance measures, the expansion must be adapted to the standard of the originally intended school extension measure of variant 4 of the feasibility study, the installations must be replaced, technical systems must be retrofitted.

With the completion of the design planning for the adaptation measures in the portfolio, additional costs arose, which make new VgV procedures necessary after examination with regard to procurement law (§ 132 GWB). In terms of planning (architectural and specialist planning), work phases 1 – 4 and the associated project management services have been completed with regard to the service extensions (general renovation) and the original school expansion measures according to variant 4 of the feasibility study, advance measures are already being implemented, the construction measures are to begin in summer 2023. The schedule for general renovation and expansion for building sections F and G in the implementation is expected to take place consecutively from the end of July 2023 to the end of 2025.

The architectural and specialist planning services of work phases 5 ff. are to be handled together for both parts of the building directly after commissioning in June 2023.

The two existing building parts F and G are to be extended by one storey, furthermore both components are to be connected by a bridge on the 2nd floor. Since the foundations of the two existing buildings to be extended are statically utilized, they must be upgraded using high-pressure injection processes. The existing auditorium on the ground floor of component K is to be extended to the north by one axis. With the exception of the façades, parts F and G will be completely renovated from the basement floors to the 2nd floors. The ceiling of component H must be upgraded for fire protection reasons.

The subject of the contractual project management services are exclusively the services of the general renovation which are to be provided in close cooperation and cooperation with the planners and the project management for the services according to feasibility study, variant 4. According to the present cost calculation, the costs of the cost groups 200 – 700 amount to approx. € 18,820,000.00 net.

The Gymnasium is located at Jagdfeldring 82 in 85540 Haar. The current and future development takes place via the Jagdfeldring. During the conversion and expansion measures, parts of the school will be outsourced to an interim building (container building) on the teachers' car park, the school will continue to operate during the entire construction period in the remaining parts of the building and the interim building. The open spaces will be redesigned and adapted during the ongoing construction project. Based on AHO issue 9 of the AHO publication series Project Management Services, Performance Picture Project Management, 5th Edition 2020, the subject matter of the invitation to tender is project management services of project stages 2 to 5 as far as specified in the service description as an annex to this contract:

-for the services of the general renovation in close cooperation and coordination with the project management and planning services of the work phases 5 to 9 required according to variant 4 of the feasibility study as well as the associated construction work required and

-in particular the implementation of project management services for all planning (from Lph 5 to 8) and all construction management of the general renovation in the existing building.

The assignment is carried out in stages. In the case of an order, stages 2 and 3 (planning and execution preparation) are commissioned as the first stage. The client decides on a further commissioning of the project stages in the further course of the project. No claims for the transfer of further project stages or further services can be derived from the step-by-step commissioning. The start of services is expected to take place immediately after the order is placed in June 2023. The same applies to special services as to the project stages not yet called up, these are designed as options that the client can call up, but which he is not obliged to retrieve.
