Compliance tests, Framework Agreement 2022-2024 (2026)

The acquisition includes suitability tests prepared by an external service provider and consulting services for the needs of the Salvation University's educational activities.

A two-year framework agreement is concluded with the selected vendor for the delivery of services. After the actual contract period, the contracting entity may introduce a two-year option period by notifying the supplier thereof. The agreement expires no later than four years after the signing of the agreement.

Applicability tests (psychic tests) are an integral part of the student choices in education leading to the Salvation University degree. The Salvation College provides training leading to the degree in emergency services, rescuers, sub-paving and rescue (bachelor's degree). The former two degrees are 90 credits in scope and three semesters in duration. The duration of the undercover degree is two semesters (60 ECTS cr). The scope of the pavement degree in salvation is 240 ECTS. The master's degree can be completed in day time or multifunctional studies. However, the applicant for complex studies must have both a savior and undercover degree.

For all degree studies, students are selected for admissions examinations. The content of the selection exams varies from degree to degree, but the applicant's suitability testing for the admissions examination consists of a written examination, an individual and/or group assignment, and an interview with an applicant conducted by a psychologist. The applicant may take the selection test in Finnish or Swedish. For Swedish-speaking applicants, interviews are conducted in the Swedish language.

In more detail, the object and backgrounds of the acquisition are indicated in Annex 1. In Annexes 2... 5 are examples of admissions test programs for all degree programmes from 2021. The basics of student selection for education leading to a degree are set out in Annex 6 In addition, the latest competency descriptions of the rescuer and emergency response are in Annexes 7 and 8. Of these, the competence profile of the emergency management staff is prepared by the Emergency Management Department. Pages from the end have been removed from the documentary, as the other two skills descriptions are not relevant in this context. Annex 9 contains a draft of the actual agreement. Annex 10 contains a draft security agreement with annexes and in Annex 11 a draft agreement on the processing of personal data. Annex 12 contains an extract from the Salvation University document 'Help on data protection risk assessment and the preparation of an impact assessment'. Annex 13 contains JYSE 1014 Services Terms. The last Appendix 14 contains the “Supplier's assurance of sanctions” required from the provider selected to be notified.

To date, as a rule, admissions examinations for degree programs have been held at the Salvation College. Only those applying for emergency services have taken the first admissions exam section remotely. In the future, a suitability test belonging to the selection test may be organised remotely or continue to organise an aptitude test in connection with other parts of the selection test at the Salvation University. However, a temporal aptitude test should be arranged in a given window of time with the selection tests. Appendix 1 tabulated preliminary plans for the dates of admissions examinations for trainings beginning in 2023. The schedules of the applicability tests are modified according to the way the successful bidder exams are organised.
