Trøndelag County, Roads Department will enter into parallel framework agreements (hereafter the framework agreement) with several consultants (hereafter the consultant) for planning and engineering design services. 

The objective of the framework agreement is to assist the contracting authority professionally and with processes related to small and medium sized projects if the contracting authority does not have the capacity and/or expertise to carry out the work.

- The need will mainly be within consultancy and engineering design services for projects, for example, preliminary projects, municipal sector plans, development plans with technical detailed plans, construction plans with tender documentation, and follow-up in the construction phase. The necessary reviews and analyses in the mentioned project phases are also included. Furthermore, the contracting authority can require other assistance. For example, in some cases the consultant can be required to have a temporary office in the contracting authority's offices. The list is not exhaustive. - The contracting authority reserves the right to perform parts of the requested services on its own account if it has the capacity to do so. In cases where the contracting authority carries out projects on its own, the framework agreement can be used to request individual disciplines and/or further capacity if the contracting authority is unable to cover the need in own organisation.
