The German Aerospace Center (Deutsches Zentrum für Luft- und Raumfahrt; DLR) intends to build a new building with an office and laboratory building in Hanover for the Institute of Satellite Geodesy and Inertial Sensors (SI).
The total cost of the project (KG 200-500) is estimated at € 20,704,500 net
General planning services must be commissioned in stages, all of which relate to work phases 2–9
Purchase and include the following service profiles:
— Building and interior planning services in accordance with §§ 33 ff. HOAI
— Property planning services in accordance with §§ 38 ff. HOAI
— Services of technical equipment, plant groups 1-8 incl. laboratory and media technology according to §§ 53 ff. HOAI
— Structural design services according to §§ 49 ff. HOAI
— Fire protection services in accordance with Chapter 1.4 of Issue 17 of the AHO series
The German Aerospace Center (DLR) intends to build a new building for the newly founded "Institute of Satellite Geodesy and Inertial Sensors" (SI) on the campus of Leibniz Universität Hannover at the Schneiderberg corner of Appelstraße.
DLR SI is primarily dedicated to research questions in the context of the use of quantum technologies and quantum sensors and develops quantum measurement techniques for innovative applications, up to the realization of prototype solutions.
In the run-up, a project study was prepared with the aim of mapping the spatial requirements and ideas of the users in a suitable building structure and fitting them into the research landscape of Leibniz Universität Hannover in terms of urban planning and functionality.
The new DLR SI building will be built as a two-part building complex in 2 construction phases, consisting of an office building and a laboratory building. Both buildings are connected by an entrance building, which contains the central access elements. In a first construction phase, the future laboratory space will be created, in a second construction phase the necessary office space will be accommodated.
An identity-creating building complex is to be developed as a new institute location, which takes into account the needs of the Institute of Satellite Geodesy and Inertial Sensors with a future-oriented and user-based concept and optimally supports its processes. A BNB certification in silver is envisaged for the building with the aim of ensuring the quality of the sustainability of the building and the structural facilities in their complexity.
The new DLR SI building is planned as a laboratory and research building and houses laboratories, cleanroom and workshop areas, an assembly hall, office and communication areas, as well as associated social, ancillary, storage and technical rooms. The laboratories with cleanroom character are used as laser laboratories and have special requirements for vibration isolation.
For the space requirements, a GFA of 3,000m² was determined for the office space and 4,000m² GFA for the laboratory space.
The total cost of the project (KG 200-500) is estimated at € 20,704,500 net and is divided into the following breakdown of the KG:

- KG 300 12.478.000 €
- KG 400 7.457.000 €
- KG 500 412.000 €
- KG 600 0 €
The milestones for the implementation of the project provide:
- Leistungsbeginn: Oct 2022
- Start of construction: June 2024
- Completion: Feb 2028

It is intended to commission the aforementioned services in stages with this invitation to tender.
Initially, in commissioning level 1a, the work phases 2 and 3 (preliminary planning and design planning) are commissioned in accordance with HOAI. The work phases 4 to 9 will be carried out in the further commissioning stages
