The agreement consists of performing the following services:
- HRA collection
- collection of PMD
- collection and processing of organic waste
- collection and processing of OPK
- collection and processing of glass
- collection and processing of diapers
- the activities on the environmental street, consisting of the provision of the means of collection, the transport of the
various waste streams and the processing of the waste streams
- the activities associated with the container management system
- communication towards residents
The agreement is entered into for a period of at least 5 years and a maximum of 10 years. The effective date of the agreement is January 1, 2023.
The work to be carried out lies within the municipal boundaries of the municipality of Cranendonck and is the sole responsibility of the municipality of Cranendonck. The work is carried out throughout the municipality.
A separate agreement could be concluded for each waste stream (HRA, PMD, GFT, OPK, glass, diapers and environmental street flows). This could result in an agreement being concluded with different contractors. However, the municipality wants to contract one contractor so that it has a single point of contact for the collection of household waste, as is the case now. As a result, the municipal waste policy can be conducted effectively and easily. This also enables the contractor to carry out his work efficiently. With that, the assignment has been merged.
If the assignment is split by, for example, a plot layout, more coordination is necessary. This entails extra activities and therefore more (internal) costs. If the coordination is not optimal, this can lead to delays and therefore additional inconvenience for stakeholders, such as the residents. In addition, the municipality will be responsible for the planning and coordination of the implementation. Because all this is not in the interest of the municipality, it was decided to have the work carried out by one contractor.
The tenderers can carry out the work without or with a small number of subcontractors: they usually have all disciplines in-house. Splitting into plots that can be awarded independently does not lead to better accessibility for SMEs, but rather to the sub-optimization mentioned in the previous paragraph. The assignment is open to SMEs as a whole. Therefore, no plot layout is applied.
