"Renovation of Johann-Wolfgang von Goethe Oberschule"

The city of Heidenau intends to renovate the "Johann-Wolfgang von Goethe" secondary school in Heidenau, presumably with the help of funding from the ERDF funding pot and the LZP urban development funding programme in the coming years. The focus of the renovation is on the implementation of a fire protection concept commissioned in the meantime, on the interior renovation of the existing building (explanations on the components of the interior renovation see point 2) as well as the conversion of the old, listed gymnasium into a break room and the installation of a PV system on the old gymnasium. In addition, the renovation also includes the redesign of the outdoor facilities, consisting of the playground and the outdoor sports facility. The planning offices that are recommended for the negotiation procedure are expected to be familiar with the implementation of municipal projects such as school buildings. Therefore, the organizer also refrains from explaining the building in principle and only points out those points that are important to the client and necessary for the fulfillment of the tasks. The exact description of the tasks can be found in point 2 and in Appendix A. The procedure is carried out as a negotiated procedure with an upstream participation competition in accordance with § 17 VgV in conjunction with § 74 VgV and § 97 ff. GWB. The OS Heidenau consists of three buildings. The main building is directly connected to the old gymnasium via the wing and can be reached via an intermediate building. The new gym is independent and not part of this tender. The old gymnasium and the social wing are used as a break and leisure room with sanitary facilities. The gym has a basement. In the course of the renovation, the following work is planned, which will be supported by the following funding programs: Interior renovation of building sections 1 and 2 (presumably LZP funding program): - Implementation of the fire protection concept commissioned in the meantime (see Annex A); - Planning and implementation of sound insulation measures; - Renovation of stained glass windows; - renewal of the electrical system; - renewal of sanitary facilities; - Painting work as well as planning and implementation of underfloor heating; - Planning and implementation of sun protection measures; - Drainage of the existing building. In addition, the renovation of the old, listed gymnasium into a break room (probably ERDF funding programme) must be planned and implemented. The redesign of the outdoor area (Lot 5) is divided into the sub-measure Playground (probably FUNDING PROGRAMME ERDF) and the sub-measure Sports Outdoor Facility (presumably funding programme LZP). The requirements of monument protection (see excerpt Monument Protection List, Annex A7) must be taken into account. Furthermore, the plans must be coordinated with the available documents on fire protection (see Chapter 3.4). The cost framework estimate of the city of Heidenau, updated by STEG Stadtentwicklung GmbH, quantifies preliminary construction costs of the cost groups 200 to 600 DIN 276, as of 09.08.2022 of around 5.996 million euros net. A detailed list can be found in Appendix B. The Contractor shall align its planning with the quantified cost framework. The construction work for the project must be carried out in such a way that a meaningful, economically viable construction phase is formed. The Contractor is obliged to draw up a planning and construction time frame plan. The implementation period planned by the AG ends at the beginning of the school year 2027/2028. can be found in the procurement document. In accordance with § 17 (11) VgV, the contracting authority reserves the right to award the contract on the basis of these first tenders without entering into procurement negotiations.

Project planning

Services are commissioned in accordance with § 34 ff. HOAI i.V. with Annex 10.1 HOAI via LPH 1 to 9. The client provides for a step-by-step commissioning. First, the LPH 1 to 3 are commissioned. LPH 4 to 9 can be commissioned as an option. There is no legal entitlement to the transfer of services beyond service phases 1 to 3. Name any required subcontractors for the respective object of the order informally. The contracting authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services within the framework of the 1st stage: 1. Basic services:

The contractor shall provide the service phases 1 to 3 of § 34 (3) HOAI. The basic services according to Annex 10.1 HOAI to the § 34 (4) and § 35 (7) to these listed service phases are to be carried out. 2. Special and additional services (mandatory to offer, optional assignment):

- Planning and consulting services for building physics, thermal insulation and energy balancing as well as building acoustics and room acoustics (old gymnasium) in accordance with Annex 1.2.2 HOAI, LPH 1 to 3. The commissioning of the 2nd stage takes place optionally according to the contract. The following services are to be provided within the framework of the 2nd level:

1. Basic services: The contractor must provide the service phases 4 to 9 of § 34 (3) HOAI. The basic services according to Annex 10.1 HOAI to the § 34 (4) and § 35 (7) to these listed service phases are to be carried out. 2. Special and additional services (mandatory to offer, optional commissioning): - Implementation of the present fire protection concept according to AHO issue 17, LPH 4 to 9; - Planning and consulting services for building physics, thermal insulation and energy balancing as well as building acoustics and room acoustics (old gymnasium) according to Annex 1.2.2 HOAI, LPH 4 to 9. Reference is made to the contract or the contract model § 18.

Structural design

Services are commissioned in accordance with § 51 ff. HOAI i.V. with Annex 14.1 HOAI via LPH 1 to 6. The client provides for a step-by-step commissioning. First, the LPH 1 to 3 are commissioned. LPH 4 to 6 can be commissioned as an option. There is no legal entitlement to the transfer of services beyond service phases 1 to 3. Name any required subcontractors for the respective object of the order informally. The contracting authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services within the framework of the 1st stage: 1. Basic services:

The contractor shall provide the service phases 1 to 3 of § 51 (1) HOAI. The basic services according to Annex 14.1 HOAI to the § 51 (5) and § 52 (2) to these listed service phases are to be carried out. 2. Special and additional services (mandatory to offer, optional assignment):

- LPH 4: Proof of structural fire protection (old gymnasium). The commissioning of the 2nd stage takes place optionally according to the contract. The following services are to be provided within the framework of the 2nd stage: 1. Basic services: The contractor must provide the service phases 4 to 6 of § 51 para. 1 HOAI. The basic services in accordance with Annex 14.1 HOAI to § 51 (5) and § 52 (2) to these listed service phases must be carried out. Reference is made to the contract or the contract model § 18.

Technical equipment (ALG 1 to 3, 8)

The client provides for a step-by-step commissioning. First, the LPH 1 to 3 are commissioned. LPH 4 to 9 can be commissioned as an option. There is no legal entitlement to the transfer of services beyond service phases 1 to 3. Name any required subcontractors for the respective object of the order informally. HOAI to these listed service phases are to be carried out. The commissioning of the 2nd stage takes place optionally according to the contract. The following services are to be provided within the framework of the 2nd stage: 1. Basic services: The contractor must provide the service phases 4 to 9 of § 39 para. 3 HOAI. The basic services according to Annex 11.1 HOAI to the §§ 39 ff. HOAI to these listed service phases are to be carried out.
