This contract concerns a complete project author's mission for the extension of the Victoria Sports Centre in Koekelberg.
The Victoria Sports Centre is a local infrastructure inaugurated in 2004 and now totally saturated. On the adjacent land, communal property, the extension of the Victoria Sports Centre will be integrated. The ambition is to increase the number of available fields and to "specify" the vocation of each room to offer each discipline an optimal operating framework. The new building, Centre Victoria II, would be intended to have a complementary infrastructure including a sports hall dedicated to basketball and volleyball, a multipurpose room, changing rooms and connected to the former sports centre by a common reception and a common cafeteria.

This contract concerns a complete and global mission of project author (from preliminary studies to the final acceptance of the work).
All the services related to this contract are described in Part D – technical clauses of the special specifications and include both the classic services of a complete project author's mission and certain additional services, including:
* the development of a building information model (BIM);
* services relating to the regulations relating to the energy performance and indoor climate of buildings (EPB) in force in the Brussels-Capital Region, including EPB Heating;
* the fire safety study;
* the establishment of a sustainability plan;
* the establishment of a management and maintenance plan;
* the establishment of an accessibility and mobility plan for the site in general;
* carrying out a universal accessibility audit (see definition point 3.1.4) of the existing building;
* acoustic and vibrational study;
* translations of certain documents and plans into the language FR/NL other than that of the offer.
