The subject of the present award procedure is the procurement of services for the provision of a Customer Communication Management ("CCM") system as well as its implementation.
L-Bank is the promotional institution of the state of Baden-Württemberg. Their business activities are governed by the legal mandate to support the country in the performance of its public tasks, in particular in the areas of structural, economic and social policy, while implementing promotional measures in accordance with The State aid rules of the European Union.
The subject of the present award procedure is the procurement of services for the provision of a Customer Communication Management ("CCM") system as well as its implementation.
Expected functionalities of the CCM system are document design (creation of document templates), document creation (rendering), shipment configuration and delivery to the various output channels such as printers, e-mail, portal solutions and archiving systems.
Users are employees from the departments who use it to generate correspondence from various (web) applications, document developers who create area-specific document templates, and business/technical system administrators who provide general resources and configure and operate/monitor the system.
The CCM system must be compatible with the technology stack present in the L-Bank. The server components are operated on Linux, the applications for the business users are operated on a current Windows system or a current browser. Interfaces should be present in REST. Oracle is used as the database system, JBoss/Tomcat as the runtime environment and JAVA as the preferred programming language.
Implementation services include services for the implementation of the newly selected system, the migration of existing document templates and training for administrators and document developers.
As an option for the client, the contractor submits an additional offer for project coordination for the implementation and migration of the existing documents.
Communication between the client and the contractor takes place in German.
The implementation of the CCM system is scheduled for 2024. The goal is to complete the migration of all documents within a period of two years after implementation.
