The procurement is divided into 14 sub-packages:

The tendering process will be carried out in an open procedure, based on which a maximum of five (5) contract suppliers with the highest points in the comparison will be selected for each sub-entity. The tenderer may offer for one or more sub-packages. Parallel offers are not allowed.

The selection criteria for competitive tendering is overall economic affordability, and the comparison criterion is the lowest price in subpackages 1-11 and 13-14 and overall economic affordability in sub-package 12, where the share of quality points is 8 and the price is 92. The selection takes place in the order in which the bidders are scored. If several tenderers obtain the same number of points, the contracting entity draws lots for the tenderers selected for the framework agreement. The lottery is a method accepted by case law.

Sarastia Oy's owner-customers who have committed to competitive tendering or registered as option customers are listed in Appendix 1 to the draft agreement.

Questions concerning the procurement must be submitted by 18.9. at 12:00 noon in the manner indicated in this invitation to tender.

The contracting entity will request your tender for geotechnical field surveys in accordance with the tender documents.

The following consulting services will be procured in the geotechnical and geotechnical terrain survey sub-entity:

- Municipal engineering and land use planning (e.g. town planning)

Serving soil surveys

- Foundation structure design of civil engineering projects

- Planning of foundation repairs and foundation reinforcements and groundwater management

- Design of earth structures, wires and their foundation

- Trench design

- Geotechnical surveys and statements of soil and bedrock

In the sub-entity of noise surveys, measurements and noise abatement planning, the following consulting services will be procured:

- Noise surveys for town planning or general planning purposes, and

Noise abatement planning and measurements

The following consulting services will be procured as part of the vibration and hull noise surveys:

- Vibration and hull noise surveys due to traffic

- Design of protective structures

In the sub-entity of nature surveys, the following will be acquired, among others:

- preparing nature surveys prior to planning or other planning work with the accuracy required by plan-level planning (e.g. habitat survey/species survey or inventory surveys of a certain animal species in a specific area)

- Prepare reports under the Restoration Regulation adopted by the European Parliament in summer 2023

A nature survey means investigating the natural values of a certain area in all its stages, starting with the compilation of existing data and including field work, valuation and recommendations, as well as reporting the results. A nature survey can be reported either as a single entity or as several sub-reports.

The sub-entity of climate studies will procure e.g. the following consulting services:

- from the beginning of 2025, the preparation of the climate report required for the construction licence

- Preparation of municipal climate plans in accordance with the Climate Change Act

- climate studies related to the assessment of the climate impacts of town plans and master plans

The climate report required for a construction licence examines the carbon footprint and carbon handprint (negative and positive climate impacts) of the construction project throughout the life cycle of the building and reports the carbon dioxide emissions and positive climate impacts caused by the construction project that would not arise without the construction project. The climate report must also cover the material description, which contains information on the building's components, materials and their origin. The same information can be used in the climate study.

Major accident risk assessments, risk assessments of dangerous substances and domino effects The sub-entity procures e.g. the following consulting services:

- Risk mapping of major accidents, risk surveys of dangerous substances and domino effects, e.g. in the planning of industrial sites

- risk mapping of chemical major accidents;

- risk analyses as a basis for contingency plans;

- preparing major accident reports, for example in conjunction with town and country planning;

- a study of major accident risks for land-use planning,
