Provision of contract for the promotion of environmental product declarations (EPDs)

A pool for sustainable construction for sustainable construction policy agreement of 31 May 2021 has set aside a pool for promoting sustainable construction of DKK 25 million annually in 2021 and 2022 (DKK 50 million in total). As part of the pool, DKK 2 million has been allocated to the Initiative on Promoting EPDs. The initiative will strengthen the knowledge base, teaching and dissemination around how EPDs are prepared and used as part of the sustainable conversion of construction.

The Housing and Plans Board has identified the tasks to be carried out with a view to implementing the initiative. The contract offered thus relates to the tasks related to the implementation of the Initiative to Promote EPDs.

The total task is divided into two stages:

In the first phase, a barrier analysis shall be carried out where a study of barriers may exist to the preparation and use of EPDs, as well as the potential for additional supporting efforts.

In the second phase, a targeted information effort must be made on the usefulness and methods of preparation of EPDs, e.g. in the form of guides and other dissemination activities such as workshops, etc.

All services must be delivered in Danish.

The tender shall be implemented as a public offering under Title II of the Procurement Act. The offering includes only one offer phase.

The tender conditions describe the process of the tender and set out the guidelines for submitting tenders, communication between the bidder and contracting entity, and information on the tender process, moreover.

The contract tendered is not divided into subcontracts referred to in Section 49 (2) of the Procurement Act, as contracting entities assess that one contract contributes to ensuring consistency and uniformity of the forthcoming supplier. Furthermore, it will ensure that the future supplier can build the expertise needed to ensure the high quality required in solving the task.

The task is offered as reverse invitation to tender. The award is thus fixed and therefore is not included as part of the award.
