The contract aims to supply, install, operate and maintain 12 dynamic weighing stations on the APRR network and 2 stations on the DIR national road network over a period of 10 years. These stations will equip the 2 directions of circulation and all the circulated ways. 5 of these stations will be equipped in addition to a system for identifying offending users intended for the State services.
It is envisaged that the market will include: engineering and deployment component:
- engineering of technical solutions in adequacy with the expected performances,
- studies of executions,
- design and integration of the weighing system [Essential task],
- installation and connection of the equipment of the weighing system [Essential task],
- supply, installation, connection and commissioning of an image capture system for offenders (only for the 5 repressive stations),
- performing trench civil works, modifying safety devices, creating maintenance access if necessary,
- connection to the access point to the energy and transmission network made available by APRR,
- supply, installation and configuration of a computer system for the exploitation of data,
- testing and commissioning of facilities, checking of suitability for operation, testing of system performance qualification, regular service verification,
- coordination between the various stakeholders and interface management with the road manager.
Operational part:
- technical supervision of station data in order to know at all times their operating status, monitoring and analysis of system performance,
- storage and provision of station data and reports,
- triggering maintenance interventions,
Maintenance component:
- preventive maintenance of the installations,
- curative maintenance of the installations,
- annual performance audit.
The stations will allow the following features:
- storage and provision of individual data (classification, vehicle length, total weight, axle weight, speed, ...) and aggregated data (average aggression coefficient, TMJA, number of exceptional convoys) ...) to users of the APRR group, for all stations,
- automated sending to the State services of a summary sheet allowing the identification of the vehicle in suspicion of infringement, for the 5 stations with repressive use.
