Full-service services for the identification of persons on the basis of an identity document as well as for qualified electronic signatures with an upstream identification

The contract for the total volume of the tendered software and service will be awarded to one (1) contractor.
The annex to the VU is a modified EVB-IT cloud contract (contract for cloud services).
Subject of the award procedure:
• Provision of identification procedures and processes by means of a software-as-a-service application for the identification of natural persons in accordance with the Money Laundering Act (AMLA) and the Trust Services Regulation eIDAS.
- "VideoIdent" via smartphone or PC, identification is carried out by agents in a call center.
- "eID" as electronic identification with the new identity card (nPA).
- autoIdent: ID card data is read and transmitted via text recognition software via smartphone. The identification method with biometric matching, as face recognition finds, is automated instead of (at least eIDAS-compliant).
• Generation of eIDAS compliant short-term certificates and execution of qualified electronic signatures for a transmitted PDF document.
• Provision of an online interface with associated API in order to be able to carry out an identification and, if necessary, a downstream QES and to retrieve the intermediate results as well as the final result with the determined ID card data and, if applicable, signed document.
• Ability to reuse successful identifications to skip the identification process when QES is renewed (must be supported by API); Secure exchange of these reused identification data and/or storage options, e.g. in a personal wallet.
• The contractor is itself a trust service provider or works with a trust service provider by default, so that the commissioning and control of identification and QES takes place via an API.
• The digital procedures "video" and "eID" must be feasible on Windows, Mac and Linux PCs, and free apps for iOS and Android must also be made available as standard via the respective manufacturer's app shop, which support all three methods "video", "eID" and "autoI-dent" with a downstream QES if necessary. Design adjustments for the MPG are not required.
