SURF's operating companies currently use various financial applications. SURF wishes to replace this with a single Business Information System that is purchased as a service ("Software-as-a-Service") and which is used by approximately 450 employees.

The Business Information System supports the following functional areas / functions:

- financial debtors, creditors, general ledger, budgets, reservations and obligations administration, fixed assets, declarations, bank, consolidation, customers, suppliers, general ledger schedule, current bookings,

- sales: price lists, sales quotation, sales order, sales contract, consumption administration on projects, consumption administration on contracts, sales invoice,

- projects: projects, project planning, resource management, time records, project invoices,

- purchase: purchase price lists, purchase order, purchase contract, purchase invoice.

The tendering of a Business Information System includes the implementation of the new financial application, including guarantees regarding the availability, security and functioning of this application. The project administration, with regard to quantitative processing of costs and revenues, is part of this. The scope of this tender also includes the budget construction, support for the overall substantive project monitoring and the registration of hours. The functionality to support the order and invoice processing process as currently facilitated by means of the Magento, SURFmarket 3.0 and Consortia Manager applications are not part of the assignment, but the links with these applications are part of the scope of the assignment. The assignment therefore includes:

- setting up and hosting (making available and keeping) a "SaaS" solution (including updates, upgrades, backups and the like) for a Business Information System in accordance with the Schedule of Requirements included in Chapter 7 and Annex C2,

- fully supporting SURF in implementation, transition and use during the contract period. SURF requires a functioning, documented solution, including availability and support, but in a number of places reference is also made to the system or application if it refers to specific parts of this solution,

- the contractor is fully responsible for providing the training of the financial employees and the functional and technical managers of SURF by means of:

—— "face to face training" of the trainers within SURF at a SURF location (Amsterdam or Utrecht) or at the location of the Contractor,

- providing adequate training material (subject matter and exercises),

- the other employees within SURF are trained using the "train the trainer" principle,

- taking care of the conversion of cleaned master data of creditors and debtors. Other information in accordance with the Contractor's proposal,

- fully supporting the Client in linking the offered solution. (application) to the systems / components already in use by the Client and future systems / components.
