On behalf of the Hanseatic City of Herford, the client is developing the former Wentworth barracks on Liststrasse and Vlothoer Strasse in Herford. The barracks were built in the 1930s as a Wehrmacht barracks. It covers a total of around 10 hectares. From 1945 until the end of 2015 the area was used by the British Army.
In September 2017, the first buildings were reopened after modernization and a branch of the University of Finance NRW (HSF) started operations with initially 160 students. Operation of the congress center and the former officers' mess as a cafeteria and event location has also started. In September 2018 the HSF location was expanded to around 500 students and lecturers. The conversion and modernization of a former daycare center into a start-up center is currently being prepared. Operations are scheduled to start at the end of 2021.
The development of the BildungsCampus Herford requires the former barracks to be redeveloped. For this purpose, traffic connections to Vlothoer-Straße, Ulmenstraße and Stadtholzstraße are to be established. At the same time the technical development is to be established. It should be noted that the technical development has already been prepared in some areas. The eastern part of the area is to be prepared for new office and administrative buildings in accordance with the development plan. The technical development for this area has to be completely redesigned and established. This must be done in coordination with the pension providers and the responsible departments of the city administration.
A development plan is already available for the “BildungsCampus West” sub-area, while the process for drawing up the development plan for the eastern part of the area is still ongoing; Here, before the resolution of the articles of association, the development planning advertised here is to be included as the final definition of public development. A corresponding renewed disclosure is planned. The aim is for the development plan to be adopted as a statute at the end of 2021, so that the draft planning as the basis for the development plan must be completed by September 2021, see Part D of these specifications.
An open space planning competition has already been carried out for the design of the outdoor facilities and a planning order has been placed. In the course of the open space planning, a draft for Mary Somerville Boulevard was already developed, but it only refers to the already existing part of the boulevard.
The necessary dimensioning of the street space is to be conceptualized depending on the expected traffic. The already existing part of Mary Somerville Boulevard is to be constructed according to the design of the already commissioned outdoor facility planner. The design idea is to be transferred to the new roads to be built. It should be noted that the final expansion of the new roads will only take place after the construction work has been completed on the construction sites in the eastern area. The division into construction phases will take place within the framework of the commissioning in coordination with the client and the other parties involved.
In addition to the supply of electricity, fresh water and telecommunications, the technical development also includes the expansion of the existing district heating network to supply the future buildings. This is to be conceptualized in consultation with the client and the Herford municipal utility. Likewise, the necessary sewer connections are to be checked, designed and established. In addition, the roadside green is to be planned and produced.
The subject of the order are property planning services for the service profiles traffic systems and engineering structures (sewer systems); see. Section II.2.4) of this announcement.
The subject matter of the contract is the engineering services of the property planning for the service profiles "engineering structures" and "traffic facilities" (Part 3, Sections 3 and 4 according to HOAI). The commissioning includes the service phases 1 to 9 for both service profiles, whereby the local construction supervision is also commissioned as a special service. A step-by-step commissioning is envisaged (see Section II.2.14 of this announcement).
