The target of the procurement is student transports driven by taxis and/or buses of the City of Raisio, which will arrange the transportation of students as a charter/outsourced service from home to school and back.
The tendering process is open to anyone who has a public transport or taxi licence entitling them to operate the service by the beginning of the contract period.
The tenderer shall undertake to organise the transport service it provides in accordance with these tender documents.
The contract period for school transport is the school's working days in the academic years 2023-2024 and 2024-2025 and as a possible option period 2025-2026.
The object of the procurement is the city of Raisio's pre-primary and basic education student transports for pupils entitled to a transport benefit who cannot use public transport buses on their school trips, under the conditions specified in this contract notice and its appendices.
The service to be procured includes planning routes and schedules, informing the pupils' guardians about the schedules with the necessary updates and the actual transport, including the use of pupils' aids such as a wheelchair and school-related goods, for example. skis, skates, sledding for carrying.
The successful tenderer must draw up transport routes, which must be presented and approved by the customer before the start of the service. Transport routes should be as short as possible. The journey to school for a one-way individual student shall not exceed 60 minutes. There may be changes in transportation during the school year, for example, due to changes in the school's rules of procedure.
The assignment includes one academic year option for the period 1.8.2025 – 31.7.2026.
The offer must be made either for school transports for the entire City of Raisio in section a) and/or for TOI education in section b) and/or for transports from Naantali/Raisio to Turku in section c), the bidder may offer one or more sections and each section may have a different supplier.
Section a)Raisio has nine primary school units (Friisilä, Ihala, Canaan, Kerttula, Konsa, Krookila, Kuloinen, Tahvio and Tikanmaa units) and one secondary school Vaisaari School (from autumn 2025 onwards Tietopuisto school). In primary schools, transport distances are short (mainly between 2-4 km) and in secondary schools about 5 km. The offer price must be the price of one student's one-way trip, euros per direction.
Section b)There are about 10 children with disabilities in TOI education, these children come from different parts of Raisio and they may have assistive devices or, for example, assistive devices. wheelchair available, the school operates at Sairaalakatu 1, Raisio. The offer price must be in euros per kilometer.
Section c)Transport from Naantali/Raisio to Turku (Turku schools) and back, mainly Swedish-speaking pupils and a few disabled pupils approx. 5-10 pupils. The offer price must be in euros per kilometer.
As a whole, Raisio currently has about 60 transport students in transports for the whole year and about 10 students in transports during the winter season. There may be a few children in preschool transport. In addition, it should be possible to transport pupils for other random reasons, on average there are 2-3 pupils per month.
Other transports eg. religious transports (eg. From Ihala school to Kerttula school, from Kerttula school to Friisilä school) is priced according to the price of five students according to a one-way trip.
The invitation to tender does not apply to group transport of more than 8 students during the school day. The City of Raisio reserves the right to carry out transports requiring special measures related to the procurement during the contract period as separate taxi and bus transports.
