The contract is launched under a tendering procedure under Order No o 2015-899 of 23.7.2015, conducted in accordance with Articles 66 to 68 of Decree No o 2016-360 of 25.3.2016. Each lot gives rise to a broken framework agreement as follows:

- 1 voucher with purchase orders for the needs defined in the various price schedules, worth the estimated quantity estimate,

- 1 part in the form of subsequent contracts for the needs which will arise during the execution of the framework agreement, this one is concluded with a single economic operator, treated with unit prices. The framework agreement does not include a minimum quantity or maximum quantity over the duration of the contract, it being specified that a requirement of 65 vehicles is identified, all lots combined. This need is broken down as follows:

- lot n o 1: 16 vehicles,

- lot n o 2: 3 vehicles,

- lot n o 3: 31 vehicles,

- lot n o 4: 13 vehicles,

- lot n o 5: 2 vehicles.
