Olje- og energidepartementet (OED) [the Ministry of Petroleum and Industry] in several contexts needs to undertake individual assessments of and assistance in the work with different problems connected to the energy and power market and assessments of different measures in the energy area. OED can require external assistance at such times. It will important to have a high professional level within power and energy market analysis, access to and experience with energy and market models, as well as high competence in socio-economic analyses. Good insight into different technical and economic characteristics of the Norwegian and European power and energy system is an advantage.

On this basis, OED wants to enter into parallel framework agreements with up to four different suppliers.
