Subscription driving services

Monetra Oulu Oy, Procurement Services, requests your offer for charter services to its customers involved in the procurement (hereinafter also referred to as "Subscribers") in accordance with this invitation to tender and its appendices.

Subscribers include:

- The wellbeing services county of North Ostrobothnia (hereinafter also referred to as "Pohde")

- The wellbeing services county of Lapland (hereinafter also referred to as "Lapha")

- City of Oulu

- Lumi River Municipality

- Ii municipality

- Regional Council of North Ostrobothnia ( joins the agreement as of 1.1.2024)

The aim of the procurement is to conclude contracts so that the customers' procurement needs are well covered and a comprehensive range of charter service providers is provided to the subscribers, who offer high-quality and affordable charter service services and commit to the terms of the invitation to tender and its appendices.

N.B! Charter times refer to passenger transports that are not statutory but occasional charters arranged voluntarily. These include, for example, training and familiarisation trips to cities, municipalities or the participating wellbeing services counties, recreational day trips or spring trips for school classes and daycare centres.

In other words, the agreement does not include regular transports, such as daily school and errand transport.

Charter services are provided by passenger cars, taxis/minibuses, buses and accessible cars. Transports can be directed from their point of departure anywhere in mainland Finland or abroad, and their number and timing are difficult to predict, as they are sporadic and irregular.

The selected suppliers must have the necessary authorisations to operate the service and the driver must have the required professional qualifications.

The procurement is divided into lots as follows:

Group 1: Passenger car (1+ at least 4 passengers)

Group 2: To order / minibus (1+8 passengers)

Group 3: Small accessible car

Group 4: Large accessible car

Group 5: Bus (9-23 passengers)

Group 6: Bus (minimum 50 passengers)

The tenderer may freely offer within a subdivision to the territory of either one or more municipalities/cities. This means that the starting point for chartering is within the selected region. The destination of the trip is not tied to the choice, it is always case-specific and the subscriber indicates when making it. The prices offered should be the same for all subscribers in the selected region.

The planned contract period is 1.6.2023 - 31.5.2025, possible option periods 1.6.2025 - 31.5.2026 and 1.6.2026 - 31.5.2027 in accordance with the invitation to tender.

The starting schedule is an estimate and the procurement contract is created only after the signing of a written contract.

The value of the procurement exceeds the EU threshold.

Group 2: To order / minibus (1+8 passengers)

Group 2 charter driving services are carried out on a class M1 vehicle with seating for eight (8) passengers in addition to the driver.

The criteria for group 2 can be found in the invitation to tender under "Criteria for the object of procurement", Group M1 to order / minibus 1+8 passengers.

The vehicle must have four (4) doors located on the sides of the car. The roof structure of the vehicle must be firmly attached to the car bodywork.

According to the Euro classification, the fleet must meet at least the Euro 5 emissions classification.

Taxi operators must have a valid taxi licence as referred to in Part II, Chapter 1, Section 4 of the Act on Transport Services.

If the provider is a consortium or the provider uses subcontractors, a valid taxi licence is required for everyone. A natural person acting as a driver in taxi services (taxi driver) must have a taxi driver's licence.

Group 3: Small accessible car

The accessible vehicle belongs to the M1 vehicle category, in which there must be no more than a driver + 8 passengers. Accessible cars fall into two subcategories: a small accessible car and a large accessible car.

In group 3, we ask for your offer for passenger transport by small accessible vehicle. The criteria for group 3 can be found in the invitation to tender under "Criteria for the object of procurement", Group small accessible car.

An unimpeded vehicle shall have a hoist for the wheelchair or, instead, a uniform and safe traverse ramp with a slope of not more than 14%. However, the gradient of the pass rails shall not exceed 21% if electrically retrackable and interlocking wheelchair attachment belts are in place for movement at the pass ramp.

An accessible vehicle must have a wheelchair space with a width of at least 0.75 meters and a length of at least 1.10 meters. The height of the wheelchair space in a small accessible vehicle is at least 1.40 meters. In the case of a wheelchair space, the interior slope of the floor shall not exceed one 1 per cent, except in the longitudinal direction, where the slope may not exceed 5 % ascending forward.

For alternative use, the wheelchair seat shall have easily side-turned seats, which the required space when turned aside does not limit the wheelchair space specified above. The wheelchair and passengers in it shall be reliably attached to the vehicle in accordance with SFS 5912 or ISO 10542-1:2012.

The width of the access to the wheelchair site shall be at least 0.80 metres at the floor level up to 30 millimeters above the floor level of the wheelchair seat. The height of the passage leading to the wheelchair site is at least 1.35 meters in a small accessible vehicle. Passage to the car must be arranged easy.

The customer has or may have a disability or reduced mobility and travels, for example, the entire taxi ride sitting in a wheelchair. In addition, the customer may be accompanied by an auxiliary tool that is so big that it cannot fit in a regular taxi (e.g., a walking rack or wheelchair) or a guide dog.

An accessible vehicle is a vehicle specially built and equipped for the transport of disabled persons using wheelchairs and persons with reduced mobility. The wheelchair and passengers in it shall be reliably attached to the vehicle in accordance with SFS 5912 or ISO 10542-1:2012. (Regulation of the Ministry of Transport and Communications on quality requirements 723/2009 for accessible fleet used in taxi transport).

One person should be able to release the wheelchair from attachments in 60 seconds in an emergency.

Taxi operators must have a valid taxi licence as referred to in Part II, Chapter 1, Section 4 of the Act on Transport Services. If the provider is a consortium or the provider uses subcontractors, a valid taxi licence is required for everyone.

Group 5: Bus (9 - 23 passengers)

Group 5: Bus (9 - 23 passengers)

Group 5 charter services are carried out with a vehicle of category M2 with seating from 9 to 23 passengers.

A vehicle of category M2 (bus) is primarily a vehicle designed and constructed for the carriage of passengers and their luggage. The classification mass of a vehicle of category M2 does not exceed 5 tonnes. In addition to seating, the vehicle does not have space for standing passengers, as charter trips are mainly longer distances.

The criteria for group 5 can be found in the invitation to tender under "Criteria for the object of procurement", Group 5: bus (from 9 to 23 passengers).

The bus operator must have a valid passenger transport licence in accordance with Part II, Chapter 1, Section 5 of the Act on Transport Services.

The legislation on the driving of buses requires a driver engaged in professional transport to have a professional qualification, the additional VEuro classification of which states that the fleet must meet at least the Euro V emissions classification.

Group 4: Large accessible car

The accessible vehicle belongs to the M1 vehicle category, in which there must be no more than a driver + 8 passengers. Accessible cars fall into two subcategories: a small accessible car and a large accessible car.

In group 4, we ask for your offer for passenger transport by large accessible vehicle. The criteria for group 4 can be found in the invitation to tender under "Criteria for the object of procurement", Group large accessible car.

Group 1: Passenger car (1+ at least 4 passengers)

Group 1 charter driving services are carried out on a class M1 vehicle. Vehicles of the M1 class are intended for the transport of persons.

The criteria for group 1 can be found in the invitation to tender under the following section:

"Criteria for the object of procurement", Group M1 passenger car (1 + at least 4 passengers).

A passenger car, a sedan or a station wagon of category 1 M1 with space for a minimum of four (4) and a maximum of six (6) persons in addition to the driver. The vehicle must have four (4) doors located on the sides of the car. The roof structure of the vehicle must be firmly attached to the car bodywork.

According to the Euro classification, the fleet must meet at least the Euro 5 emissions classification.

Taxi operators must have a valid taxi licence as referred to in Part II, Chapter 1, Section 4 of the Act on Transport Services.

If the provider is a consortium or the provider uses subcontractors, a valid taxi licence is required for everyone. A natural person acting as a driver in taxi services (taxi driver) must have a taxi driver's licence.

Group 6: Bus (minimum 50 passengers)

Group 6: Bus (minimum 50 passengers)

Group 6 charter services are carried out with a category M3 vehicle with seating for at least 50 passengers. In addition to seating, the vehicle does not have space for standing passengers, as charter trips are mainly longer distances.

A vehicle of category M3 (bus) is primarily a vehicle designed and constructed for the carriage of passengers and their luggage. the grading mass of a vehicle of category M3 does not exceed 5 tonnes.

The criteria for the group can be found in the section of the invitation to tender: "Criteria of the object of procurement". Group 6: bus (minimum 50 passengers) .

The bus operator must have a valid passenger transport licence in accordance with Part II, Chapter 1, Section 5 of the Act on Transport Services. The legislation on the driving of buses requires a driver engaged in professional transport to have a professional qualification, in addition to which he must have the right to drive corresponding to the vehicle he is driving.

According to the Euro classification, the rolling stock must meet at least the Euro V emissions classification.
