Description:
Management street clearing and felling assistance services

The procurement is divided into three sub-assemblies, so that the first sub-entity is the clearing of the bottom of high- and medium-voltage lines, the clearing of low-voltage lines, the branching and felling of edge trees, the collection and transport of clearing brushcutters, other clearing and inspection work, and wood felling assistance in the vicinity of electricity distribution networks.

The second sub-entity is the reception service for wood felling aid orders and the third sub-entity is helicopter sawing

Bidders offering the first subset must participate in a standby service at the request of the Subscriber in order to prepare for the clearing of fallen or tilted trees near the wires during or after a storm.

Partial tenders shall be accepted in such a way that the tenderer may offer for one or more sub-packages.

Clearance and felling assistance services

The sub-package includes the following services

- clearing of the bottom of high-voltage power lines (110 kV)

- clearing of the bottom of medium-voltage line ranges (20 kV),

- clearance of low-voltage (0.4 kV) areas of open-wire lines

- clearance of low-voltage (0.4 kV) areas of dependent thread conductors (AMKA)

- felling of edge trees next to low- and medium-voltage wire areas

- the collection and transport of brushcutters to a collection point;

- other grubbing-up work to be agreed upon or work to check the need for grubbing-up,

- telephone advice on felling and the granting of a felling permit;

- on-site advice and assistance for felling;

- standby clearance in the event of a storm;

Bottom clearing refers to clearing the bottom of the lead area so that you can move around the lead area with a snowmobile, ATV or on foot after clearing. This requires that, after clearing, there are no stumps more than 10 cm high in the management area and that the cutting surface of the stumps is straight. The clearing of the bottom is carried out either with brushcutters or, alternatively, by machine. When clearing the bottom, individual trees growing outside the lead street are removed, and the risk of falling over the wire is significant.

Marginal tree branching refers to cutting off branches of trees growing at the edge of the lead area so that the branches do not extend into the lead area. Branching must be done so as not to unnecessarily damage the growing trees.

The width of the cord area varies depending on the type of wire. The appendices to the invitation to tender indicate the width requirements of the main street for different types of wire.

The collection and transport of brushcutters to the collection point refers to the use of branches, etc. the taking of grubbing-up waste to a pre-agreed location.

If the Tenderer has at its disposal work equipment that the Client can also use for other work than those mentioned in this invitation to tender, the Tenderer may offer the work equipment to the Customer by identifying the toolkit in the list of unit prices and by determining a unit price for the work equipment. The tenderer may select the unit to be used for the unit price.

The order for grubbing-up work is done using electronic work orders. The Tenderer acknowledges the daily clearance work in the Client's information system. The customer provides the necessary access rights and orientation to the information systems used.

The tenderer is responsible for the necessary licensing for trees felled outside the main street.

The wood felling assistance service includes advice to the Client's customers and wood felling assistance in cases where the felling of the tree may pose a danger to the feller due to a live electricity distribution network or where the felling of the tree may damage the electricity network. Advice and assistance on the felling of trees in the vicinity of medium-voltage power lines always takes place on site. The service includes instructions for the safe felling of trees. Felling a tree is not included in the advisory service. Instructions for felling trees in the vicinity of low-voltage power lines, as well as instructions on how to ensure electrical safety, are given by phone and at the same time a felling permit is given to a professional logger acquired by the customer. If telephone advice is not enough, tree felling advice can be provided on site.

The felling assistance service does not include the felling of the tree itself, except in special situations where the fall of the tree threatens only the Subscriber's electricity distribution network. In these situations, tree felling is free of charge for the Client's customer.

The tenderer must be able to provide telephone felling advice within two working days of the customer's order, as well as on-site felling advice and/or felling assistance within at least ten working days of the order. The Tenderer is requested to find out how the Provider is able to respond to the service need within the delivery time it offers.

Receipt of timber felling aid orders

The receipt of wood felling assistance orders includes the receipt and recording of timber felling assistance orders received by phone in the Client's information system.

The call reception service for wood felling assistance orders must be available to the Client's customers on weekdays between 8 a.m. and 4 p.m. Orders must be recorded in the Subscriber's information system at the same time

The provider must present a description of how the order reception service will be arranged.

Helikopterisahaus

Helicopter sawing services include the branching of the edge trees of the main streets of the medium-voltage power lines along the entire length of the trunk, as well as the top sawing of the edge trees of the lead streets of high-voltage (110 kV).

On the basis of an analysis of the need for clearing carried out using laser scanning of the main streets, pruning is carried out on the sections with the highest need for clearing, however, so that the selected clearing area is a coherent whole.

Top sawing is done for trees whose tops reach the tops of the 110 kV wire. The subscriber provides the location information of the trees to be cut off.

The estimated procurement volumes for helicopter sawing services are given in Annex 2.

The Tenderer documents the clearances made in the Client's information system. The client must have the opportunity to follow the progress of the clearings in real time.

The client arranges an assistant for the duration of the helicopter sawing, who removes any branches that have fallen on the power line and, for its part, monitors the implementation of safety. The tenderer is responsible for familiarising the assistant before the start of sawing. The language of communication between the lower man and the pilot performing the sawing flight is Finnish.

The tenderer shall provide an account of the equipment used for the grubbing-up work and the experience of the personnel carrying out the grubbing-up work in carrying out the work referred to in the invitation to tender. The provider must have a security system in place.

A turbine-powered helicopter and CE-approved sawn equipment shall be used for sawing. The pilot of the sahauskopter must have experience in sawing flights for at least 250 hours.
