Installation of Tallinn City's waiting houses, public paid outdoor toilets (hereinafter referred to as toilets) and advertising and city information showcases (hereinafter referred to as showcases) with the preparation of project documentation and the obtaining of necessary permits and approvals (hereinafter also construction works); maintenance, repair and emergency work of showcases (hereinafter also maintenance and repair work or provision of services) together with the right to display advertising in waiting houses, toilets and showcases and to receive remuneration from toilet users.

As a result of public procurement, a mixed contract is concluded within the meaning of Paragraph 19 (2) of the RHS, the object of which is the provision of services to the contracting authority together with the concession of works and services. The costs incurred in the performance of part of the contract contract (hereinafter also the contract), which includes the concession of works and services, shall be cross-subsidized by the tenderer from the income received from third parties.
