The public company FGV is entrusted with the operation and maintenance of the railway and tram lines dedicated to the transport of passengers dependent on the Generalitat Valenciana.Maintenance work on the railway lines in the province of Valencia and Alicante, entrusted to the Maintenance Area, is carried out in most cases with the contracting of external companies that carry out preventive and corrective maintenance tasks. In order to guarantee the quality of the service provided by FGV as an operator, the service provided by external companies must be monitored and controlled. To this end, and for a greater degree of information on the service provided, with objectivity and independence of results, FGV wishes to carry out Operational and Service Quality Audits, which include a review and control of the level of compliance with contractual obligations by the audited entities, as well as their quality, effectiveness and efficiency. These audits enable technicians to comply with their obligations as Contract Managers, and at the same time, provide information that will help to analyse them in order to optimise their efficiency and enable the improvement of current contracts and future tenders for these or similar services. In addition, it is intended to have Technical Support to the Fixed Installations Service in relation to the tasks of management and supervision of the maintenance entrusted to them, for the analysis and planning of maintenance plans, analysis of recurrent breakdowns, optimization of technical solutions, applicable procedures and regulations, etc. Ferrocarrils de la Generalitat Valencina does not currently have its own human and material resources to carry out the service that is intended to be contracted, so it is necessary to hire external consultants for its performance. At present, this need is covered by the consultant awarded file 18/128, whose contract expires in July 2024.None of the services covered by the contract may involve the exercise of functions that involve direct or indirect participation in the exercise of public powers or in the safeguarding of the general interests of the Administration.
