The tender focuses on services to Amsterdam entrepreneurs who report to the municipality for support.

Who can advise the municipality on the viability of companies, in such a way that this supports the decision-making around an application for assistance for the self-employed.

These entrepreneurs can guide towards strong, healthy and sustainable entrepreneurship, in which attention is paid to both the company and the entrepreneur.

Who, like the municipality, strive to be an inclusive and diverse organization and who, with the advisors / coaches to be deployed on the assignment, want to be a reflection of the diversity of Amsterdam entrepreneurs.

The tender is divided into two lots:

Lot 1: Viability studies

Lot 2: Coaching

Several providers are contracted per plot. It is possible to be awarded a contract for both lots.

Starting and established self-employed persons can apply for working capital and/or benefit on the basis of the Bbz 2004. This is granted if there is a viable business. Viable means that after assistance, the income from the business, together with the other income (of the self-employed person and his partner) is sufficient for the continuation of the business or profession and for the provision of existence.

Part of the work is the assessment of the viability of the entrepreneur's business: the viability study. This includes a business analysis, a numerical analysis, the determination of the competencies of the entrepreneur and the current and expected market situation. For the most part, OO assesses Bbz applications itself (80%). For the more complex Bbz applications, for example in the case of a complex business structure, debt problems or opaque sector, an external consultancy firm is engaged to carry out the LVO and to advise the OO advisor on the Bbz application. In that case, the OO advisor shall provide all available information that is relevant for testing viability.

The results of the research are processed in an advisory report. The research may also be aimed at determining the assets, the possibilities of a restart, the repayment capacity and/or determining whether a self-employed person can meet certain income requirements (older self-employed person).

The starting point for coaching is that all coaches must have knowledge and experience with coaching / guiding entrepreneurs. They must be able to activate, stimulate and guide the entrepreneurs in a result-oriented manner and must be familiar with the coaching issues of the entrepreneur. In practice, these issues turn out to be very broad: where one entrepreneur needs more support in adjusting his strategy, another entrepreneur will need more coaching in the field of entrepreneurial skills, marketing, acquisition, finance, etc. However, arriving at the determination of a task-based turnover and the way in which this can be achieved is always the most important result area.

If desired, the coaching must be able to take place at a location in the neighborhood.
