Contracting entities shall provide assistance for the development, maintenance, support, further development and operation of the E&E system. The E&E system shall support the governmental tasks related to the calculation of property taxes (basic debt and coverage contributions), including by establishing data frameworks, making correct calculations of taxation bases and of taxation for collection. The system will provide data for further processing and collection in the personal tax systems (advance and SLUT), the letter distributor and the Tax Account.

The 2017 housing tax settlement involves a new model of property taxation, which consists of two main elements. First, the settlement involves collecting the property taxes (property value tax, basic debt and cover tax) being collected in the state from 2024. Second, the settlement includes a series of actions designed to ensure reassurance for property owners in the transition to the new property assessments. Contracting entities shall further develop and operate the IT system 'E&E'. The E&E system is an existing IT system intended to perform a subset of the tasks resulting from the settlement.

The contract includes the following main benefits:

A. Transition Ind

The supplier shall carry out a transition of the E&E system Release 1.3 from the existing Supplier so that Release 1.3 can be included in the Delivery referred to in point B and so that the Supplier provides Current Services as referred to in point C-E and Ordering services referred to in point F to Release 1.3.

B. Delivery

The vendor shall develop, supply and implement the E&E system with functionality through releases, including releases 2.0, 3.0 and 4.0, so that the Housing Tax Settlement 2017, and the relevant legislation adopted and relevant legislation, are fulfilled. Delivery is divided into Part-deliveries that are expected to be delivered according to an agile form of delivery. Release 2.0 must support basic debt calculation and simple discount for properties owned by natural persons. Release 3.0 shall support basic debt and cover tax calculations for all remaining properties. Release 4.0 shall support final annual reports for the year of income.

C. Application Maintenance

Application Maintenance means that the Supplier performs preventive maintenance, including optimizing system performance, reliability and functionality through releases and new versions, and ensures the implementation of updates in the form of patches, service packs and security updates. In addition, the Supplier must continuously correct identified errors in the System and adapt the System in the light of new/amended legislation of general nature for the supplier's business where the supplier is a duty subject.

D. Application Support

Application Support means that the Provider makes a service desk available to Contracting entities and ensures that all inquiries are recorded, processed and verified based on fixed processes and methods. In addition, the Supplier shall ensure that deviations and events which are not a planned part of the operation, support or maintenance of the system and underlying causes are recorded and managed.

E. Drift

Operating means that the Supplier must operate the system and ensure that this is available to Contracting entities and providing capacity for the operation of the system and related services. In addition, the supplier must ensure that the platform is constantly updated and install updates in an appropriate course after their release. The supplier shall also provide platform support, including providing a service desk for handling inquiries as well as deviations and incidents that are not a planned part of operations.

F. Booking Services

Ordering services means further development deliveries and consultancy services. Ordering services shall support the business objectives and needs of the Contracting Registry, including as a result of, for example, modified administrative practices and legislation, business wishes or technological development. The vendor shall also assist Contracting entities in optimizing the system, including providing project management in optimization projects and by conducting analyses and recommendations in this respect.
